Issue/Request:
An Ordinance awarding the bid for Project No. 720 for the West Prairie Lee Downtown Interceptor Sewer Project to Kissick Construction Company, Inc. in the amount of $5,285,960.50, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
- The existing interceptor currently has hydraulic impairments, such as undersized pipes and constrictions.
- The project involves the replacement of approximately 6,150 feet of sanitary sewer interceptor size 8-inch to 21-inch, 38 precast manholes of various sizes and depths, 250 linear feet of highway bore, and all associated appurtenances.
- Project No. 720 is funded by the Sewer Construction Fund and the American Rescue Plan Act grant funds.
- Public Works Engineering issued a bid for Project No. 720 on August 26, 2024, in accordance with local policies and state statutes. Bids were opened on October 3, 2024.
- Kissick Construction Company, Inc. (hereinafter “Contractor”) was determined to be the lowest and most responsive and responsible bidder by City staff.
- The requested amount is for the amount of $5,285,960.50.
- The City desires to enter into an agreement with the Contractor to construct Project No. 720.

I move to recommend to the City Council approval of an Ordinance awarding the bid for Project No. 720 for the West Prairie Lee Downtown Interceptor Sewer Project to Kissick Construction Company, Inc. in the amount of $5,285,960.50, and authorizing the City Manager to execute an agreement for the same.

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 720 for the West Prairie Lee Downtown Interceptor Sewer Project to Kissick Construction Company, Inc. in the amount of $5,285,960.50, and authorizing the City Manager to execute an agreement for the same.
Background:
An engineering analysis was completed to identify upgrades to the West Prairie Lee Downtown Interceptor Sewer that would reduce inflow and infiltration (I/I), improve system reliability, and increase capacity for the densification of the downtown development area.
Impact/Analysis:
Improving the West Prairie Lee Downtown Interceptor will increase capacity to accommodate hydraulic constraints and the densification of the basin served by the interceptor.
