Issue/Request:

This item requests approval to accept $12,788 from the 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) funds and to execute an Intergovernmental Agreement (Memorandum of Understanding) with Jackson County for distribution of those funds. Jackson County serves as the fiscal agent for the grant. Approval is required to authorize acceptance of the funds and execution of the agreement.

 

Key Issues:

The City of Lee’s Summit has been allocated $12,788 from the 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) funds through the U.S. Department of Justice. These funds are awarded through a formula allocation and distributed at the county level. Jackson County applied for the grant on behalf of participating jurisdictions and serves as the fiscal agent responsible for administering and distributing funds.

 

As part of the JAG program requirements, jurisdictions receiving an allocation must enter into an Intergovernmental Agreement (Memorandum of Understanding) with the fiscal agent outlining the terms of distribution, reporting requirements, and compliance with federal grant conditions.

 

The proposed agreement establishes the City’s allocation amount and authorizes Jackson County to distribute funds upon execution. Acceptance of the award provides funding to support law enforcement-related equipment, training, or technology improvements consistent with federal guidelines. The grant does not require a local match.

 

Proposed City Council Motion:

I move for adoption an Ordinance approving an Intergovernmental Agreement (Memorandum of Understanding) between Jackson County and the City of Lee's Summit for the distribution of $12,788 from the 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) funds and authorizing the Mayor to execute an agreement for the same.  

 

Impact/Analysis:

The 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) allocation of $12,788 will be used to purchase force-on-force training equipment for the Lee’s Summit Police Department. This equipment was not otherwise budgeted and is made possible through this grant funding. The proposed purchase includes training pistols configured to mirror the department’s duty firearm platform, along with associated optics and weapon-mounted lights, allowing officers to train with equipment that closely replicates their issued weapons.

 

Force-on-force training provides officers the opportunity to participate in realistic, scenario-based exercises simulating critical incidents such as armed encounters and other high-risk situations. Expanding access to this training enhances decision-making, communication, de-escalation, and tactical coordination under stress.

 

This project supports JAG program priorities related to law enforcement training, equipment, and officer safety, and will improve officer preparedness and overall public safety outcomes. The grant does not require a local match and will be administered in compliance with applicable federal and City requirements.
