Issue/Request:

An Ordinance approving award of RFQ 2025-054 to Walter P. Moore and Associates, Inc. and to Wilson & Company, Inc., for On-Call Professional Engineering Services for Transportation, Stormwater and Structural Design, and Engineering Studies, and authorizing the City Manager to execute individual agreements of the same for a period of one year with four possible one-year renewal options.

 Key Issues:

                     The City intends to have on-call services for Professional Engineering Services for Transportation, Stormwater and Structural Design and related Engineering Studies (herinafter "Project")

                     Engineer has submitted a proposal for the on-call Professional Engineering services for the Project and hourly rates and expenses to perform said Project.

                     The City Manager is authorized and empowered by the City to execute agreements providing for Professional Engineering Services.

                     The City and Engineer desire to enter into an agreement to perform the services for the Project.

                     The Engineer represents that it is equipped, competent and able to undertake such an assignment.

 

Proposed Committee Motion:

I move to recommend to City Council approval of n Ordinance approving award of RFQ 2025-054 to Walter P. Moore and Associates, Inc. and to Wilson & Company, Inc., for On-Call Professional Engineering Services for Transportation, Stormwater and Structural Design, and Engineering Studies, and authorizing the City Manager to execute individual agreements of the same for a period of one year with four possible one-year renewal options.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving award of RFQ 2025-054 to Walter P. Moore and Associates, Inc. and to Wilson & Company, Inc., for On-Call Professional Engineering Services for Transportation, Stormwater and Structural Design, and Engineering Studies, and authorizing the City Manager to execute individual agreements of the same for a period of one year with four possible one-year renewal options.

SECOND MOTION: I move to adopt an Ordinance approving award of RFQ 2025-054 to Walter P. Moore and Associates, Inc. and to Wilson & Company, Inc., for On-Call Professional Engineering Services for Transportation, Stormwater and Structural Design, and Engineering Studies, and authorizing the City Manager to execute individual agreements of the same for a period of one year with four possible one-year renewal options.

Background:

Several departments within the City require professional engineering services for a variety of reasons.  The typical users are Public Works, Parks and Recreation, Central Building Services, and Administration.  The services needed include conceptual design for intersection improvements and signalization, design of roadways and associated appurtenances, culvert and bridge assessments, emergency structural evaluations, traffic data collection and impact studies, design of infrastructure improvements, inspection services, structural design, stormwater studies, stormwater infrastructure condition assessments, stormwater design work, and many other miscellaneous services.

Staff selected two engineering firms based on their qualifications to increase the flexibility, responsiveness and expertise of the resources available to the City.  The firms selected will provide a wide range of services.

Specific funding for the these services is not allocated in an on-call account.  The funding is sourced from specific projects or programs approved by Council as part of the annual Capital Improvement Plan budgeting process and the annual operating budget.  The budgets for each program or project include money for engineering services.  The term of the proposed contracts is for one year with the option to renew for up to four, one-year renewal periods.

The Public Works Department issued RFQ 2025-054 on March 6, 2025.  The RFQ was advertised on the City website and www.PublicPurchase.com.  59 possible firms were notified by Public Purchase alone, and the RFQ was published on the City’s website for public viewing.  49 firms downloaded the RFQ packet, and 20 firms provided responsive submittals by the closing date of March 31, 2025.  All submittals were evaluated by a six (6) member City Staff evaluation team from Public Works.  The evaluation team selected the top-ranking firms to negotiate contracts for professional engineering services.

 

Impact/Analysis:

                     The use of two firms will greatly expand the responsiveness of these services.

                     These on-call contracts will enhance public safety by expediting response to emergencies such as natural disasters, failed infrastructure, or significant damage to infrastructure by others.

                     There is no additional fiscal impact; funding will be provided by specific projects or programs authorized by the annually approved City Budget.

Finish: 1 to 5 years, depending on renewal options
