Public Hearing: Community Development Block Grant 2025-29 Consolidated Plan and 2025-26 Annual Action Plan

The City of Lee's Summit is required by the U.S. Department of Housing and Urban Development (HUD) to adopt a new Consolidated Plan every five years in order to continue receiving Community Development Block Grant (CDBG) funds. The Consolidated Plan outlines the City’s strategic vision for addressing community development needs, including housing, economic development, public services, and more. This plan is a key part of the CDBG process, ensuring that the City remains eligible to receive federal funding.

 

In addition to the Consolidated Plan, the City also adopts an Annual Action Plan for each program year. The 2025-26 Annual Action Plan (Draft) specifies the projects and funding allocations for the upcoming year that align with the priorities set in the 2025-29 Consolidated Plan (Draft). This Annual Action Plan is an essential document in the CDBG process as it details the specific actions the City will take to address community needs.

 

The Public Hearing is being held for both the 2025-29 Consolidated Plan (Draft) and the 2025-26 Annual Action Plan (Draft). The City was awarded $342,628.00 in CDBG funds for the 2024-25 program year. The City anticipates a similar award for the 2025-26 program year, although the exact amount will be adjusted once HUD announces the final grant allocation.

 

Both plans have been prepared through a comprehensive public process, led by Mosaic Community Planning. This process involved stakeholder meetings, surveys, and public input, ensuring the plans reflect the needs and priorities of Lee’s low-to-moderate income residents.

 

Following this Public Hearing, there will be a 30-day public comment period before the City Council considers adopting the plans. We encourage all residents to review the drafts and provide feedback during this time.

 

Proposed Committee Recommendation:

I move that the CEDC recommend that the City Council approve the attached 2025-29 Consolidated Plan and 2025-26 Annual Action Plan by ordinance, with necessary funding distribution adjustments when HUD formally announces the grant amount.
