An Ordinance awarding Bid No. 28631683-C, for the Water Main Replacement - FY19 to Westland Construction, Inc., in the amount of $1,224,772.00 and authorizing the City Manager to execute an agreement for the same.

Key Issues:

 

The water mains included in this project have exhibited increased break rates in recent years and are now due for replacement.

 

In total, there are approximately 10,100 feet of existing water mains that will be replaced utilizing a combination of trench and trenchless installation methods.  The majority of the water mains will be installed by pipe bursting.

 

Proposed City Council Motion:

I move for adoption of an Ordinance awarding Bid No. 28631683-C, for the Water Main Replacement - FY19 to Westland Construction, Inc., in the amount of $1,224,772.00 and authorizing the City Manager to execute an agreement for the same.

 

Background:

 

This water main replacement entails performing work in the following areas: SE 11th Street between SE Country Lane and SE Bordner Drive, SE 11th Terrace between SE Bordner Drive and SE Oak Hill Drive, SE Bordner Drive between SE 12th Street and SE 11th Street, SW Pergola View southwest of SW Coachlight Drive, SW Raintree Drive from south of SW Lighthouse Point to SW Marline Drive, SW Lido Drive south of SW Raintree Drive, SW Starboard Court north of SW Raintree Drive, SW Pendant Drive south of SW Raintree Drive, SW Ensign Drive north of SW Raintree Drive, SW Breezy Point Lane west of SW Raintree Drive, NW Woods Chapel Road from Lee’s Summit city limits to east of NW Lake Drive, NE Agate Drive from NE Turquoise Drive to NE Moonstone Court, and NE Agate Circle south of NE Agate Drive.

 

The total project budget is $2,500,000 funded from the Water Construction Fund.  Westland Construction, Inc.’s bid is less than the engineer’s estimate of $1,764,237.35.  Based on review by City staff, it is our recommendation to award the construction contract for the Water Main Replacement - FY19 project to Westland Construction, Inc.

 

Other Information/Unique Characteristics:

 

Public Works Engineering issued Bid No. 28631683-C on January 9, 2019.  The bid was advertised and potential bidders were notified through QuestCDN, on the City website, and in a broadcast e-mail to known contractors.  A pre-bid conference was held on January 22, 2019.  Six (6) responsive bids were received by the February 1, 2019 bid opening date.  Westland Construction, Inc., was determined to be the lowest and most responsible bidder by City Staff.  Public Works Engineering and Water Utilities staff have reviewed the bids and recommend awarding the contract to Westland Construction, Inc., in the amount of $1,224,772.00.
