Issue/Request:
The City entered into an agreement with AVAAP U.S.A. LLC "AVAAP" to provide Professional Services for the Workday Implementation. We need to revise the original Statement of Work as follows:
Changes in the Statement of Work including:
1. Job Management Staffing Model;
2. Addition of support for up to 4 total financial entities,
3. Integration of GSA Expense Rate Tables into the COLS system,
4. Time Tracking to Projects,
5. Labor Optimization for Police Scheduling;
6. Contract Lease
7. Conversion,
8. Integrations with other applications including adds and removals,
9. Unique reports for the city's use and customization
10. AVAAP mentoring further education in the use of system, and,
11. End User Training including Materials and Curriculum Plans
Post Production Support start dates updated to cover the initial 6 week support of each Workstream. This is due to the staggered implementation and initial start date moved up beginning with Payroll 6/9/25. An increase cost for training in the amount of $123,000.
Key Issues:
This request modifies the AVAAP contract for services and materials within the allowed budget for ITS. This request amends the total spending authority set out in Bill No. 24-067 the agreement with AVAAP U.S.A. LLC. The increase for $27,000 funds items 1 through 9 above. The increase of $123,000 funds the training in items 10 and 11 above.
Proposed City Council Motion:
FIRST MOTION: I move for second reading of An Ordinance authorizing the approval of Change Order No. 1 to the AVAAP Statement of Work that is subject to the Professional Services Agreement between AVAAP U.S.A. LLC. and the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of An Ordinance authorizing the approval of Change Order No. 1 to the AVAAP Statement of Work that is subject to the Professional Services Agreement between AVAAP U.S.A. LLC. and the City of Lee's Summit, Missouri.
Timeline:
Start: Implemented for the Phase 1 go live in June 2025

A motion was made by Mayor Pro Tem Lopez, seconded by Councilmember Rader, that Bill No. 25-042 be recommended for approval to the City Council. The motion carried by a unanimous 3-0 vote.
