Issue/Request:
An Ordinance approving a Transportation Alternatives Program Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP 3448(402), SE Douglas Street - Blue Parkway to 4th Street, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
Key Issues:
• The SE Douglas Street Improvements project (hereinafter “Project”) was authorized by voters as part of the April 2023 No Tax Increase Bonds for transportation purposes.
• City Council formally programmed funding for the Project as part of the FY2025 Capital Improvement Plan (CIP).
• The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Transportation Alternatives Program federal funding in the amount not to exceed $1,500,000 (hereinafter "Federal Project Number TAP 3448(402)”).
• An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number TAP 3448(402) for Transportation Alternatives Program (hereinafter “TAP Funding Agreement”).

I move to recommend to City Council approval of an Ordinance approving a Transportation Alternatives Program Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP 3448(402), SE Douglas Street - Blue Parkway to 4th Street, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

FIRST MOTION: I move for second reading of an Ordinance approving a Transportation Alternatives Program Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP 3448(402), SE Douglas Street - Blue Parkway to 4th Street, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
SECOND MOTION: I move for adoption of an Ordinance approving a Transportation Alternatives Program Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP 3448(402), SE Douglas Street - Blue Parkway to 4th Street, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
Background:
Improving SE Douglas Street from Blue Parkway to 4th Street was approved by the voters as part of the April 2023 No Tax Increase Bonds for transportation projects. The spending plan for the project was authorized when the FY2025 CIP was recommended for approval by the Planning Commission and then adopted by Council Resolution.
The project will improve the safety and functionality of approximately 0.6 miles of SE Douglas Street from Blue Parkway to 4th Street, a Downtown Gateway Corridor, and improve accommodations for multi-modal transportation. This segment of Douglas Street generally carries less than 2,000 cars per day with median vehicular speeds around 30 mph, which are traffic conditions typical for residential collector streets. Based on the relatively low traffic volumes, the proposed roadway will be (2) lanes with share the road bicycle facilities, on street parking (one side), and continuous ADA compliant 5-foot wide sidewalks along each side of SE Douglas Street. It will also include improvements to the existing storm drainage system, curb, gutter, street lighting, trees and waterline replacement. This corridor is not included in the Greenway Master Plan. As part of the project, improvements to SE 4th Street will be made from West Main Street to East Main Street to accommodate the construction of pedestrian facilities (e.g. sidewalk or protected pedestrian access route) where none exist to the extent such can be reasonably and successfully built in coordination with the railroad. The project supports the City's Livable Streets Policy Resolution.
The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Transportation Alternatives Program federal funding in Fiscal year 2027. The SE Douglas project was submitted as a candidate. The project scored very well because of safety improvements, addition of multi-modal elements where none currently exist, and proximity to activity centers. As a result, the project was allocated $1.500 million dollars for construction work.
Impact/Analysis:
Entering into the Agreement allows the City to receive federal money for the SE Douglas Street Improvements. Failure to do so would result in us forfeiting that money.
