Background:

Lee's Summit Parks and Recreation and the Junior College District of Metropolitan Kansas City, Missouri ("MCC") have been discussing the potential sale of approximately 13.1 acres of land at Longview Community College.  Those negotiations have resulted in the successful negotiation of the sale of the land for the total purchase price of $530,000.00, subject to additional considerations, including the imposition of various covenants, conditions, and restrictions on the property, as well as a stipulation that the property remains used for a public purpose for as long as the City owns the property.  The Lee's Summit Parks and Recreation Board has approved this land purchase.  This item is before the City Council for approval pursuant to RSMo. 70.220.3, which requires that any contract entered into between a municipality and another political subdivision be approved by the governing body of the municipality.
