Issue/Request:

An Ordinance approving the award of RFQ No. 2025-50 between the City of Lee's Summit, Missouri and Bartlett & West for the design and construction of a Welcome Monument to be located at the Intersection of M291 Highway and M150 Highway.

 

Key Issues

                     The construction of a gateway ‘welcome to’ monument sign was authorized in the current Capital Improvement Plan (CIP) adopted by City Council.

 

                     The project will be funded in part by a $100,000 matching fund from the Industrial Development Authority (IDA), which was read and approved by City Council on October 7, 2025.

 

                     City staff issued RFQ No. 2025-050 to conduct a Qualification Based Selection for professional engineering and design services, in accordance with state statutes, federal regulations, and local procurement policies.

 

                     Bartlett & West was selected as the best qualified firm for the project and satisfactorily conducted negotiations for scope and fee with City staff.

 

                     The City desires to enter into an agreement with the Design/Builder to complete the Project.

 

                     The Project will be located at the intersection of M291 Highway and M150 Highway

I move to recommend to the City Council approval of an Ordinance approving the award of RFQ No. 2025-50 between the City of Lee's Summit, Missouri and Bartlett & West for the design and construction of a Welcome Monument to be located at the Intersection of M291 Highway and M150 Highway.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the award of RFQ No. 2025-50 between the City of Lee's Summit, Missouri and Bartlett & West for the design and construction of a Welcome Monument to be located at the Intersection of M291 Highway and M150 Highway.

SECOND MOTION:  I move for adoption of an Ordinance approving the award of RFQ No. 2025-50 between the City of Lee's Summit, Missouri and Bartlett & West for the design and construction of a Welcome Monument to be located at the Intersection of M291 Highway and M150 Highway.

 

Background:

The Lee’s Summit Gateway Monument Master Plan was introduced in 2008.  The plan identified and prioritized select sites in the City of Lee’s Summit to design and place monuments welcoming people to the city. This effort was championed by the Parks and Recreation Department and involved a variety of community stakeholders. Since the incorporation of the Master Plan, two monuments have been built.

 

In early 2025, City Council decided to move forward with the construction of two additional gateway monuments with a total budget of roughly $400,000. Due to cost constraints based on previous statements of probable cost, issues finding a suitable location in MoDOT right-of-way on the Eastern side of Lee's Summit along US50 Highway, and a desire to move a project forward and establish a standard practice for Gateway Monument construction, staff advanced the process of design and construction of a Southern monument along M291 Highway, the next priority location as described in the Gateway Monument Master Plan.

 

The primary reasons for this project are to create a welcome sign that invites both residents and non-residents to the community, while also reflecting the quality of the City of Lee’s Summit. In doing so, the city presents a positive image that can attract high-quality business and traffic to the local economy.

 

This project displays a positive image and overall high quality of life to potential industries and residents. While this precise location at the interchange of M291 Highway and M150 Highway is not presented in the Gateway Monument Master Plan, the selection of this location captures the intent of the plan while being in compliance with MoDOT requirements.

 

Public Works issued RFQ 2025-050.  The RFQ was advertised on the City website and www.PublicPurchase.com <http://www.PublicPurchase.com> <<http://www.PublicPurchase.com>>. Five firms submitted statements of qualifications prior to the March 28, 2025 closing date.  All submittals were evaluated by a City Staff evaluation team composed of Public Works Engineering personnel as well as three Administration personnel.
