Key Issues:

•The Arterial Curb Replacement arose from direction by the City Council to Public Works staff to use funds remaining from the 10 year road plan to replace curb and gutter on arterial streets that have deteriorated

 

•The Arterial Curb Replacement will also update sidewalk approaches to current specifications as required by the Federal Americans with Disabilities Act

 

 

Proposed City Council Motion:

I move for a second reading of AN ORDINANCE APPROVING THE AWARD OF BID NO. 39032272 FOR THE ARTERIAL CURB REPLACEMENT TO FREEMEN CONCRETE CONSTRUCTION, L.L.C. AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $3,314,995.00.  

I move for adoption of  AN ORDINANCE APPROVING THE AWARD OF BID NO. 39032272 FOR THE ARTERIAL CURB REPLACEMENT TO FREEMEN CONCRETE CONSTRUCTION, L.L.C. AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $3,314,995.00.                                                                                                                                                                                                                                                                                                    

 

Background:

Much of the curb place in the KC Metro Area between 1985 and 2005 was installed using local limestone aggregate that was of poor quality because it was relatively soft compared to previous sources of rock.  The aggregate still met local specifications, and worked well for buildings, foundations, and most structures.  However, when used for paving, curb, or sidewalks, the aggregate was prone to fail within in 10 years due to the harsh freeze-thaw cycling combined with wet conditions.  This process, call “D-cracking”, disintegrates concrete from the inside out.  The soft limestone absorbs water, that when the water freeze, it expands and cracks the rock from the inside out.  This process took several years to surface, and then time for the concrete industry, builders, adopting new codes, etc.

Recent curb replacement program including the annual program and recent bond funded programs have focused the replacement of curbs in residential areas. The Arterial Curb Replacement Program will begin the process of replacing curbs on arterial streets that were constructed during the same time as many of the residential areas that have already been replaced and are experiencing the same d-cracking issues as the residential areas.

The Arterial Curb Replacement will replace 139,500 lineal feet of curb and include the renovation of 133 sidewalk ramps to current A.D.A. standards, on 6 major arterial streets.
