Issue/Request:
An Ordinance awarding the bid for Project No. 997 for the Sampson Road Bridge Replacement and Stormwater Improvements Project to Radmacher Brothers Excavating, Inc. in the amount of $3,063,499.20, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• An inspection of the existing bridge on Sampson Road that crosses Mouse Creek determined the need for replacement and that the existing bridge abutments restrict the Mouse Creek channel causing unwanted stream degradation, erosion, upstream flooding and downstream silt deposits in Longview Lake.
• The Sampson Road Bridge Replacement and Stormwater Improvements (Project No. 997), designed by Wilson & Company pursuant to Ordinance No. 9648 and design-funded by the American Rescue Protection Act (ARPA) will replace the aging bridge and restore the natural stream channel of Mouse Creek at the project site.
• The project will be funded from the voter-approved 2017 CIP Sales Tax Renewal.
• Public Works Engineering issued an advertisement for bids for the construction of Project No. 997 on September 24, 2024, in accordance with state and federal statutes and local policies.
• Radmacher Brothers Excavating Company, Inc. was determined to be the lowest responsive and responsible bidder by City staff.
• The City and Contractor desire to enter into an agreement for Project No. 997.

Background:
The Sampson Road Bridge and Stormwater Improvements Project will restore the natural stream channel. The project will remove the waterway restriction by raising and widening the bridge over Mouse Creek, remove invasive plant species, construct a floodway bench, and install stormwater BMPs.
The existing bridge along Sampson Road that crosses over Mouse Creek is a single lane, wood deck bridge on abutments installed over 100 years ago. These abutments restrict the channel causing stream degradation, erosion around the abutments, and flooding upstream. The channel degradation has created a large plume of silt deposits in Longview Lake where Mouse Creek empties into the Lake. The silt adversely affects natural habitats and reduces the flood storage volume of Longview Lake.
This project will construct a two lane bridge to accommodate motorists, pedestrians and cyclists, providing a safer multi-modal crossing over Mouse Creek. The project will construct a portion of the Mouse Creek Trail for the Parks Department to support the Greenway Master Plan. Phase I of the project will also replace the culvert on Sampson Road just south of the Scherer Road crossing to safely accommodate the heavier construction vehicles and widen the portion of Sampson Road over the culvert to two lanes of traffic (otherwise existing condition is one lane wide).
Public Works Engineering advertised for bids for the construction of Project No. 997 on September 24, 2024. Potential bidders were notified through QuestCDN, on the City and MoDOT websites, and two local newspapers. Two (2) responsive bids were received by the October 25, 2024 bid opening date. The lowest bid received from Radmacher Brothers Excavating Company, Inc is below the engineer's estimate. City staff is recommending to proceed with awarding this construction contract. Construction is anticipated to begin January of 2025 with 300 days to achieve substantial completion.
