Issue/Request:

An Ordinance approving the award of Bid No. 798 for the Traffic Calming Project for NE Mulberry Street, NE Independence Avenue, and NE Brandywine Road to MegaKC Corporation in the amount of $163,431.85, and authorizing the City Manager to execute an agreement for the same.

Key Issues:

                     This project is a result of the Neighborhood Traffic Safety Program (NTSP). All necessary studies, resident engagement and petition processes of the Neighborhood Traffic Safety Program (NTSP) were completed.

                     This project was recommended from the NTSP study that was performed, based on speed, traffic volumes, and crash history.

                     This project was supported by property owners to study and install traffic calming on NE Mulberry Street and NE Brandywine Road.

                     This project will install signs and pavement markings, and a raised crosswalk on NE Mulberry Street at NE Pilgrim Way.  It will install signs and two speed humps on NE Brandywine Road.  Finally, the project will replace old, deteriorated speed humps more recently removed on NE Independence Ave near Chapel Lakes Elementary School by the Pavement Maintenance Program. 

 

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance approving the award of Bid No. 798 for the Traffic Calming Project for NE Mulberry Street, NE Independence Avenue, and NE Brandywine Road to MegaKC Corporation in the amount of $163,431.85, and authorizing the City Manager to execute an agreement for the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving the award of Bid No. 798 for the Traffic Calming Project for NE Mulberry Street, NE Independence Avenue, and NE Brandywine Road to MegaKC Corporation in the amount of $163,431.85, and authorizing the City Manager to execute an agreement for the same.

SECOND MOTION: I move for adoption of an Ordinance approving the award of Bid No. 798 for the Traffic Calming Project for NE Mulberry Street, NE Independence Avenue, and NE Brandywine Road to MegaKC Corporation in the amount of $163,431.85, and authorizing the City Manager to execute an agreement for the same.

 

Background:

NE Mulberry Street

Residents expressed concerns about safety due to speeding vehicles in the residential neighborhood along NE Mulberry Street between NE Independence Ave and the one-way entrance to the neighborhood on the west end.  A meeting was held with members of the HOA Board in December of 2021 to discuss the history in the neighborhood and to discuss the NTSP, study and associated petition process.  Residents from the neighborhood submitted an application to participate in the NTSP and received at least 50% support from neighbors within the area of impact to the street of concern. After meeting the petition of support requirement, City Staff worked with the residents through the Neighborhood Traffic Safety Program to address these concerns.

A traffic safety study conducted by City staff determined that traffic calming improvements were justified along NE Mulberry Street. An in person meeting was held with the residents at the clubhouse area to discuss the results of the study and to present two options for traffic calming.  A Petition was circulated by the residents and the residents chose the option of added striping on the road and a raised crosswalk adjacent to the clubhouse.  Based on that approval and requisite petition support of residents in the impact area as stipulated in the NTSP, City Staff initiated engineering design to build traffic calming features.

 

NE Independence Ave

The speed humps along Independence Ave adjacent to Chapel Lakes Elementary School were installed in 2011/2012 and were constructed with asphalt, which no longer meets the City's standard construction for speed humps.  The existing humps were removed with the City's Pavement Maintenance Program last year and will be put back with this contract in concrete.

 

NE Brandywine Road

Residents expressed concerns about safety due to speeding vehicles in the residential neighborhood along NE Brandywine Road between NE Jamestown Drive and NE Gateway Drive.  Residents from the neighborhood submitted an application to participate in the NTSP and received at least 50% support from neighbors within the area of impact to the street of concern. After meeting the petition of support requirement for NTSP study, City Staff worked with the residents through the Neighborhood Traffic Safety Program to address these concerns.

A traffic safety study conducted by City staff determined that traffic calming improvements were justified on NE Brandywine Road. An in person meeting was held with the residents at the clubhouse area to discuss the results of the study and to present the design of the traffic calming measures consisting of two speed humps between Jamestown Drive and NE Gateway Drive.  A requisite petition was circulated by the residents and the residents support met necessary thresholds for implementation.  Based on that approval, City Staff initiated engineering design to build the traffic calming features.

 

All roads will maintain one lane of traffic during construction at the locations where speed humps are proposed.  Construction phasing will allow for residents to have access to their driveways at all times.

MegaKC Corporation was determined to be the lowest and best responsive and responsible bidder.  Public Works Engineering Staff reviewed the bid and recommend awarding the contract to MegaKC Corporation in the amount of $163,431.85.

 

Funding for the Neighborhood Traffic Safety Program was approved as part of the Capital Improvement Plan.  The program fund balance is sufficient to cover this agreement, construction oversight, and remaining NTSP requests, studies, meetings, and design of future NTSP programs.

 

Impact/Analysis:

These improvements are expected to reduce speeding and increase safety in the impact area.

Public Works Engineering issued Bid No. 798 for the Traffic Calming Project for NE Mulberry St, NE Independence Ave, and NE Brandywine Rd to MegaKC Corporation in the amount of $163,431.85, and authorizing the City manager to execute an agreement for the same.  The bid was advertised and potential bidders were notified through QuestCDN.  Two potential bidders obtained plans and specifications from QuestCDN, and one responsive bids was received by the March 26, 2024 bid opening date.
