Issue/Request:
An Ordinance awarding the bid for Project No. P-293 for the SE Taxilane Construction to Pyramid Contractors, Inc. in the amount of $3,745,809.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The 2021 Airport Master Plan Update included the future development of 10 hangars south of the existing apron. This area is commonly referred to as the SE taxilane area.
• Since the construction of Hangar 2 and the Terminal Building, interest in developing hangars along the SE taxilane area has increased significantly.
• One hangar pad site currently has a ground lease agreement in place and will begin construction as soon as the SE Taxilane is constructed.
• Project P-293 includes construction of Portland Cement Concrete (PCC) taxilane, PCC roadway, subbase, subgrade modification and earthwork, storm sewer improvements, storm basin modifications, water and sanitary sewer connections, fencing and automated gate with street lighting, pavement striping, maintenance of traffic, as specified by the Owner, including all materials, labor, equipment, supervision, and any and other items necessary to complete the Work.
• The project budget includes $3,647,000 in Transportation Sales Tax and $1,153,000 in FAA IIJA Grants for a total project budget of $4,800,000.
• Public Works Engineering issued an advertisement for bids for the construction of Project No. P-293 on June 2, 2026, guided by local policies, state and federal statutes.
• Pyramid Contractors, Inc. (hereinafter "Contractor") was determined to be the lowest and best responsive bidder by City staff.
• The City desires to enter into an agreement with the Contractor to construct Project No. P-293.
Proposed Committee Motion:
I move to recommend to City Council approval of an Ordinance awarding the bid for Project No. P-293 for the SE Taxilane Construction to Pyramid Contractors, Inc. in the amount of $3,745,809.00 and authorizing the City Manager to execute an agreement for the same.
Background:
As an outcome of the 2021 Airport Master Plan Update, the City of Lee’s Summit has continued to foster growth and development at the airport. Recent projects like the Eastside Infrastructure, Hangar 2 and the General Aviation (GA) Terminal underscore the commitment to our tenants, users and the community overall. These recent infrastructure investments have also driven significant development interest within the aviation community.
As population, and subsequently, aircraft operations in the Kansas City Metropolitan area continue to grow, LXT is poised to continue capturing a large share of aviation traffic and aeronautical development. Developers continue to express interest in constructing hangars on the east side of the airfield to house aircraft, maintain aircraft, and serve other aeronautical uses/purposes. Ultimately, these hangars and aeronautical developments provide the airport with additional operating revenue and benefit the overall economy.
Impact/Analysis:
Public Works Engineering advertised for bids Project No. P-293 on, June 2, 2026. Potential bidders were notified through QuestCDN and on the city website. Two (2) responsive bids were received by the July 2, 2026, bid opening date. Public Works Engineering and our aviation consulting engineers, HDR, reviewed the bids and Pyramid Contractors, Inc. was determined to be the lowest and best responsive bidder. This project was delivered using a design, bid, build process. The bid and overall project remains within approved budget.
