Ordinance No. 9742 of the Code of Ordinances of the City of Lee’s Summit requires that any person seeking the issuance of a peddler or solicitor card submit their fingerprints to the Missouri State Highway Patrol, Criminal Justice Information Services (CJIS) Division and the Federal Bureau of Investigation (FBI) for comparison with state and national criminal history records. The City of Lee’s Summit will then receive the results of the fingerprint check back and make a fitness determination of the candidate based upon the results of the criminal background check.
Staff recommends that Chapter 20, Peddlers and Solicitors, Article II. - Identification Card, Section 20-29 Investigation of Applicants and Section 29-31 Issuance; Grounds for Denial of the Code of Ordinances of the City of Lee’s Summit, Missouri be revised to add language that includes the requirement of peddler and solicitor applicants to submit fingerprints for a criminal background check.
Staff recommends approval of an ordinance amending Chapter 20, Peddlers and Solicitors, Article II. - Identification Card, Section 20-29 Investigation of Applicants and Section 29-31 Issuance; Grounds for Denial of the Code of Ordinances of the City of Lee’s Summit, Missouri. to reflect this change.
Background:
This amendment is written as a follow up to Ordinance No. 9742, which was written to grant the overall authority for the City of Lee’s Summit to require fingerprint-based background checks for certain permits and registrations, to include peddlers and solicitors. This amendment makes clear the background check requirements of applicants for peddler and solicitor cards. Nothing in this amendment shall apply to applicants who solicit in the roadways pursuant to Chapter 20, Peddlers and Solicitors, Article III - Solicitation in the Roadway.

The director of liquor control recommends the approval of an ordinance amending Chapter 20, Peddlers and Solicitors, Article II. - Identification Card, Section 20-29 Investigation of Applicants and Section 29-31 Issuance; Grounds for Denial of the Code of Ordinances of the City of Lee’s Summit, Missouri.
