Key Issues:
• Traffic conditions at Woods Chapel Road and NE Channel Drive met several traffic signal warrants in March 2017
• This signal project was authorized in the FY 2018 Capital Improvement Plan (CIP) adopted by Council in June of 2017
• The project will be funded from the permanent Transportation Sales Tax adopted in 1992
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance approving the award of Bid No. 479-324-72 for the Woods Chapel Road and NE Channel Drive signal project to Capital Electric Line Builders Inc. in the amount of $238,862.89.
SECOND MOTION: I move for adoption of an Ordinance approving the award of Bid No. 18532272-C for the Ward Road Improvements (County Line Road to Gore Road) to Emery Sapp & Sons, Inc. and authorizing the City Manager to enter into an agreement for the same in the amount of $3,979,743.10.
Background:
The existing intersection meets standard traffic signal warrant criteria, based on a study performed by staff in March 2017. The project will construct a new signal at the intersection of Woods Chapel Road and NE Channel Drive/NE Woods Court. The new signal will include pedestrian accommodations, such as actuated push buttons and pedestrian signals, overhead vehicular signals, vehicle detection and traffic signal interconnect. Existing sidewalk curb ramps will also be upgraded for ADA compliance. Planned lane configuration changes will also provide left turn lanes in coordination with the Pavement Management Program.
The construction can start in October. The work will first install underground conduits, pole base foundations and curb ramps. Local steel fabricators have a significant backlog of work, so fabricating the steel poles and mast arms may take 4 to 6 months. This extended time may delay the pole installation until late winter/early spring depending on weather conditions.
This project was previously bid and received only one responsive bid that exceeded the project budget. Those bids included installing fiber optic cable to interconnect with the signal with the Woods Chapel and Independence signal. The project plans were changed to use a wireless interconnect. The project still only received one bid, which is not uncommon for signal work. Traffic signal work is somewhat specialized. There are very few contractors in the KC Metro area that do the work, all currently very busy, and contractors from outside the area have not traveled to bid in this market.
Impact/Analysis:
The addition of a signal at this location will help increase safety at this location by reducing the number and severity of right angle crashes and provide added safety for pedestrians crossing at the intersection.

Other Information/Unique Characteristics:
The Public Works Department issued Bid No. 479-324-72 Woods Chapel and NE Channel Drive Signal on June 21, 2018. The projects Invitation to Bid was posted for advertisement on the City’s website and at Quest Construction Data Network. A Pre-bid conference was held on June 26, 2018. No contractors attended the pre-bid conference. One bid was received by the July 19, 2018 bid opening date. The bid was evaluated, and City Staff determined Capital Electric Line Builders Inc. to be the lowest and best responsive bidder.
