Issue/Request:
An Ordinance approving Change Order No. 4 to the agreement with Clarkson Construction Company for the Colbern Road Improvements from M350 Highway to Douglas Street Project, Project No. 569, to increase the project timeline by 108 days, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• Pursuant to Ordinance No. 9651, the City and Clarkson Construction Company (hereinafter "Contractor") entered into an agreement for the construction of the Colbern Road Improvements from M350 Highway to Douglas Street Project, Project NO. 569 (hereinafter "Base Agreement").
• The City and Contractor modified the Base Agreement, as amended, per Change Orders 1 through 2 administratively in accordance with the City’s Procurement Policy
• Pursuant to Section 8.2 of the City Procurement Policy, Change Order No. 3 to the Base Agreement will be approved administratively.
• The City desires to further modify the Base Agreement, as amended, to adjust construction contract time to adjust construction contract time due to multiple delays caused by private utilities.
Proposed Committee Motion:
I move to recommend to City Council approval of an Ordinance approving Change Order No. 4 to the agreement with Clarkson Construction Company for the Colbern Road Improvements from M350 Highway to Douglas Street Project, Project No. 569, to increase the project timeline by 108 days, and authorizing the City Manager to execute an agreement for the same.
Background:
This Change Order will adjust the contract time due to multiple delays caused by private utilities. The utilities had either not moved their facilities as expected, had not finished relocations as stated, or discovery of utilities that were not anticipated.
Change Order No. 3 will be an adjustment to quantities and several new items in order to complete the work.
Change Order No. 2 was necessary to add or relocate items at Colbern and Douglas Road due the proposed location being in conflict with the drainage of the intersection. Additional cabling was required due to Evergy relocating their power lines as well as Operation Green Light links being added for this intersection in order to complete the work.
Change Order No. 1 was needed due to an alternate detour route. Additional traffic control signs, temporary striping, and adjustment of temporary traffic control for Phase 1 detour were needed.
