Issue/Request:
An Ordinance approving Modification No. 1 to the agreement dated March 3, 2026 (RFQ No. 2026-014) between the City of Lee’s Summit, Missouri and Burns & McDonnell Engineering Company, Inc. for professional engineering services for the Cedar Creek Interceptor Phase 4 Improvements Project, for an increase of $446,159.00 for a total amended amount of $751,912.00 and authorizing the City Manager to execute the same.
Key Issues:
• The City and Burns & McDonnell Engineering Company, Inc. entered into an agreement dated March 3, 2026 (RFQ No. 2026-014) for professional engineering services consisting of the preliminary design for the Cedar Creek Interceptor Phase 4 Improvements Project.
• The City and Engineer desire to further amend the provisions of the Base Agreement to include final design and bidding phase services.
• As approved in the FY26 Capital Improvement Plan, the Project is intended to resolve current and projected capacity constraints in the upper reaches of the Cedar Creek Watershed.
• Burns & McDonnell completed a preliminary design establishing pipe size based on recommended alignments and slopes.
• Burns & McDonnell's significant previous knowledge of the project obtained during the performance of the original scope of RFQ No. 2026-014 will result in significant monetary and time savings.

An Ordinance approving Modification No. 1 to the agreement dated March 3, 2026 (RFQ No. 2026-014) between the City of Lee’s Summit, Missouri and Burns & McDonnell Engineering Company, Inc. for professional engineering services for the Cedar Creek Interceptor Phase 4 Improvements Project, for an increase of $446,159.00 for a total amended amount of $751,912.00 and authorizing the City Manager to execute the same.
Background:
The Cedar Creek Interceptor collects wastewater from the Cedar Creek Watershed and conveys it to the LBVSD for treatment. The City has invested in phased capacity improvements in this watershed, beginning at the downstream connection to LBVSD and working upstream. The Phase 3 improvements were awarded in 2019. The 2022 Wastewater Master Plan confirmed that capacity limitations remain in the upstream segment, limiting further connections to the upper reaches of this system.
The Base Agreement included a hydraulic evaluation of the Cedar Creek Interceptor Phase 4 segments and the identification of upgrades that would reduce inflow and infiltration, improve system reliability and performance, and increase capacity to accommodate future growth.
The Project is funded from the Sewer Construction Fund with future reimbursement in accordance with the Oldham Village TIF Agreement.
Impact/Analysis:
This agreement will allow Burns & McDonnell to develop plans and bidding documents for the upgrades to the Cedar Creek Interceptor Phase 4 that were identified by the Basis of Design Report completed under the Base Agreement. Burns & McDonnell’s familiarity with the project will allow them to perform the work at a lower cost than other firms due to the amount of preliminary work performed under the original scope of services for RFQ No. 2026-014.
