Issue/Request:

A RESOLUTION GRANTING THE CITY COUNCIL'S CONSENT PURSUANT TO CITY CHARTER SECTION 3.10(E) TO THE APPOINTMENT OF AN ASSISTANT PROSECUTING ATTORNEY FOR THE PROSECUTION OF VIOLATIONS OF CITY ORDINANCES BEFORE THE LEE'S SUMMIT MUNICIPAL COURT.

 

Key Issues:

                     Current assistant prosecuting attorney recently communicated her intent to resign her position with the City, to be effective mid-May, 2016.

                     Competitive hiring process was engaged for the identification of candidates.

                     Interviews conducted by an interview panel consisting of attorney and non-attorney staff.

                     Interview panel recommended Mr. Krantz to fill the position vacated by the former assistant prosecuting attorney.

                     City Charter requires City Council consent for the appointment of prosecuting attorneys.

 

Proposed City Council Motion:

I move for approval of Resolution No. 16-10.

 

Background:

Section 3.10(E) of the City of Lee's Summit Charter provides that the authority to appoint Prosecuting Attorneys lies with the City Attorney subject to the advice and consent of the City Council.

 

In light of the current Assistant Prosecuting Attorney's resignation, the Assistant Prosecuting Attorney position was posted for a competitive hiring process. An interview panel was established by the City Attorney. The panel selected applicants to interview and made a recommendation at the conclusion of the interviews to extend an offer of employment to Mr. Brian Krantz.

 

Mr. Krantz will be a 3/4 time employee, working 30 hours per week, and will be entitled to health insurance benefits as well as a partial paid leave benefit. His starting annual salary will be $38,319.75. The position is included in the FY 2016 and FY 2017 budget.

 

City Council can evidence its advice and consent of the appointment through the adoption of the resolution accompanying this item.
