Issue/Request:
An Ordinance approving a State Block Grant Agreement for eligible preliminary project costs towards the construction of a GA Terminal for the Kansas City - Lee’s Summit Regional Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $44,277.00 and authorizing the Mayor to execute an agreement for the same.
Key Issues:
• The Commission has agreed to award funds to the City with the understanding that such funds will be used for a project pursuant to this Agreement for the purposes generally described as the East Terminal Development.
• The purpose of this agreement is to provide financial assistance to the City under the State Block Grant Program.
• The project period shall be from the date of the execution by the commission to December 31, 2029.
• The initial amount of this grant is not to exceed $44,277 for eligible preliminary project costs.
• The amount of this grant represents 100% of eligible project costs.
• This grant shall expire and the Commission shall not be obligated to pay any part of the costs of the project unless this grant Agreement has been executed by the City on or before June 30, 2026, or such subsequent date as may be prescribed in writing by the Commission.

Background:
The Airport Master Plan Update includes a modern GA Terminal Building as part of the east side development. The new facility will include modern day design and material considerations. It will also enable the future relocation of the remainder of Parallel Taxiway A to meet C-II design.
This project is for the construction a new GA Terminal Building as part of the east side terminal area development . This project is being funded with ATP Grant funds through the Infrastructure Investment and Jobs Act, NPE Grant funds, and the Transportation Sales Tax.
