Issue/Request:
An Ordinance approving the award of RFQ No. 2023-041 for Professional Engineering Services for Sampson Road Bridge Replacement and Stormwater Improvements to Wilson & Company, Inc., for an amount not to exceed $584,535.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The City was awarded American Rescue Plan Act (ARPA) grant funds to facilitate Sampson Road Bridge Replacement and Stormwater Improvements.
• City staff publicly advertised RFQ No. 2023-041 seeking qualified firms to provide professional engineering services to design Sampson Road Bridge Replacement and Stormwater Improvements
• After review of those submissions for RFQ No. 2023-041, Wilson & Company, Inc., (hereinafter "Engineer") was determined to be the most qualified firm to undertake such an assignment.
• Following successful scope and fee negotiations, the City desires to enter into an agreement with Engineer to design the Project.

Background:
The City of Lee's Summit closed the Sampson Road Bridge over Mouse Creek in 1998 due to structural failure of the wood decking and steel stringers. Subsequently, the City council approved funding for construction of what was supposed to be a temporary one-lane bridge structure. The "temporary" structure was proposed because funding for a permanent bridge was not anticipated to be available for three to ten years at that time. The temporary bridge was completed in 2001 and is still in place today.
In Fall of 2022, Lee's Summit Public Works department was granted $3,750,612.74 of $4,500,000 requested to replace the bridge on Sampson Road over Mouse Creek and to make stormwater infrastructure improvements in the area. These funds are eligible to cover design and construction costs associated with the project. The new bridge will accommodate two-way traffic and incorporate pedestrian facilities.
The other vital elements on the project will include stormwater quality Best Management Practices (BMP's) and stream restoration along Mouse Creek in the vicinity of the bridge. Longview Lake was completed in 1987 for flood control along the Little Blue River. Mouse Creek also feeds into Longview Lake. Over time, a silt plume has developed in the area were Mouse Creek empties into the lake. Stream degradation along the channel, bank erosion, and nearby development have adversely affected the water quality in Mouse Creek and Longview Lake. This project will also include work to restore Mouse Creek’s natural stream channel near Sampson Road, stabilize the channel around the bridge, and install stormwater BMP’s to mitigate siltation of the stream. Typical BMP’s include restoring natural vegetation along the channel, infiltration trenches, bioswales that naturally filter pollutants, and others.
The ARPA/MDNR stormwater grant includes engineering design costs. The City Issued RFQ No. 2023-041 to solicit qualification so the City could conduct a qualification-based selection for professional engineering services. After reviewing the submittals, Wilson & Company, Inc. was evaluated to be the best qualified firm. City Staff and Wilson completed scope and fee negotiations for this project. Design will take place in 2023-24. Construction will startup is no later than January 2024 to qualify for this grant.
Impact/Analysis:
Public Works Engineering issued RFQ No. 2023-041 on January 19, 2023, requesting qualifications for professional engineering services for the Project. The RFQ was advertised on the City's website and was published through Public Purchase. 131 firms were notified via Public Purchase, 42 firms downloaded the RFQ, and eight (8) firms submitted responsive statements of qualifications prior to the February 22, 2023, closing date. The most qualified firm was selected by a committee of five Public Works Staff.
