Issue/Request:
An Ordinance approving the 2026 Labor Agreement by and between the City of Lee's Summit, Missouri and the International Association of Fire Fighters Local #2195 and authorizing the City Manager to execute the same by and on behalf of the City.
Key Issues:
City staff recently concluded collective bargaining negotiations with the Executive Board of the International Association of Fire Fighters Local 2195 (IAFF). Negotiations were conducted after receiving guidance and direction provided by the Mayor and City Council. The proposed Labor Agreement has been tentatively agreed to by the IAFF Local 2195 Executive Board and is pending ratification by the membership. Prior to second reading and adoption of this ordinance approving the Labor Agreement, staff will ensure the members of the IAFF Local 2195 have ratified the agreement, which is scheduled to be completed by the end of March. This would allow the second reading and adoption of this ordinance to be considered at the April 14, 2026 City Council meeting.
The proposed three year agreement continues to provide a "step plan" for IAFF members utilizing five general classifications (Fire Fighter, Fire Engineer, Captain, Communication Specialist, and Lead Communication Specialist). The step plan continues to recognize members who have attained a paramedic license with an additional recognition within the pay scales.
The negotiated increases include an average initial increase of 18.75%. In addition to the initial adjustments, the proposed Collective Bargaining Agreement includes a 3% across-the-board wage scale adjustment in each year of the three-year term. These annual adjustments are structured to maintain market competitiveness over the life of the agreement and provide predictable budgeting.
If approved, a budget amendment to implement the new agreement will be prepared and brought forward through the Finance and Budget Committee and City Council accordingly.
COUNCIL PACKET UPDATE SINCE MARCH 24, 2026 COUNCIL MEETING:
* The members of the IAFF Local 2195 have ratified the agreement.
* Added to this packet (since the March 24, 2026 meeting) is the Final Labor Agreement that has been reviewed by the Local and City leadership. The Labor Agreement is in final form and acceptable for second reading and adoption of the ordinance, and for execution by the parties.
Proposed City Council Motion:
I move for adoption of an Ordinance approving the 2026 Labor Agreement by and between the City of Lee's Summit, Missouri and the International Association of Fire Fighters Local #2195 and authorizing the City Manager to execute the same by and on behalf of the City.
Background:
If approved, this will be the fifth agreement between the City and the IAFF. The last agreement was approved in 2022 as a four-year agreement.
