Issue/Request:

An Ordinance authorizing Amendment 1 to the Agreement between the City of Lee's Summit, Missouri, and WSKF for an amount not to exceed $27,650.00 and authorizing the City Manager to execute an agreement for the same.

 

 

Key Issues:

                     In April 2023, the City of Lee's Summit was successful in obtaining approval from the voters to issue obligation bonds to design and complete the renovation or replacement of Fire Station No. 1.

 

                     City staff publicly advertised RFQ No. 2024-014 seeking qualified firms to provide professional architectural design services for Fire Station No. 1 (hereinafter "Project").

 

                     After review of those submissions for RFQ No. 2024-014, WSKF, (hereinafter "Architect") was determined to be the most qualified to undertake the project.

 

                     The City entered into an Agreement with WSKF for Phase 1 Feasibility Study services in December of 2023.

 

                     Due to additional study requested, City staff recommends authorization of Amendment 1 to the agreement to cover Phase 1A Site Feasibility Study services.

 

 

Proposed Committee Motion:

I move to recommend to City Council an Ordinance authorizing Amendment 1 to the Agreement between the City of Lee's Summit, Missouri, and WSKF for an amount not to exceed $27,650.00 and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION:  I move for a second reading of an Ordinance authorizing Amendment 1 to the Agreement between the City of Lee's Summit, Missouri, and WSKF for an amount not to exceed $27,650.00 and authorizing the City Manager to execute an agreement for the same.

 

 

SECOND MOTION:  I move for adoption of an Ordinance authorizing Amendment 1 to the Agreement between the City of Lee's Summit, Missouri, and WSKF for an amount not to exceed $27,650.00 and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

In 2023, voters approved the issuance of no tax increase bonds for a number of public safety/emergency preparedness initiatives.  This bond issue authorized funding for the renovation or replacement of Fire Station No. 1.

 

As part of the Fire Department’s on-going, long-range planning efforts, facilities are regularly evaluated for functionality, operating cost-efficiencies, and conformance with current standards and practices.  Fire Station No. 1 has surpassed its useful life span and does not adequately support the programmatic needs of a modern fire station.  

 

City staff intends to use the Construction Manager at Risk (CMR) project delivery method for this project.  As part of the CMR process, the City has contracted with a design firm and a construction management firm.  The first steps in the design process include the Phase 1 Feasibility Study to determine whether remodeling or replacement is the City's best option, and the Phase 1A Site Feasibility Study to determine the best location for the station. 

 

The City entered into a contract with WSKF in December of 2023 for Phase 1 after an RFQ process determined them to be the best fit for this project.

 

Impact/Analysis:

 

Further design services included in Phase 1A - Site Feasibility Study will ensure the correct location for Fire Station 1 in downtown Lee's Summit.
