Issue/Request:

An Ordinance approving the award of RFQ 2024-064 and an Agreement for professional engineering services for the Preliminary Design of Pump Stations to HDR Engineering, Inc., in the amount of $950,770.00, and authorizing the City Manager to execute the same.

 

 

Key Issues:

-City staff requested qualifications to provide professional engineering services in RFQ 2024-064 for design and construction administration of sanitary sewer improvements for the service area north of Colbern Road and south of Strother Road and bounded on the west by I-470 and Lake Jacomo of the Jackson County Parks and Rec on the east.  This 836 acre undeveloped land currently is not served by sanitary sewer.

 

-The Wastewater Master Plan recommended this unsewered area be served through pump stations and force mains as the natural topography did not lend itself to a gravity collection system.

 

-After review of those submissions for RFQ No. 2024-064, HDR Engineering, Inc. was selected.

 

-HDR completed the Jacomo Pump Stations Preliminary Engineering Report in January 2025.

 

-To align with the design schedule of other infrastructure in the area, City staff requested HDR provide a scope and fee for design of the two pump stations necessary to serve the southern two watersheds through 30%.

 

-The scope includes geotechnical evaluation, survey,  preliminary design of two sanitary sewer pump stations, and an evaluation of project delivery methods. It is anticipated that alternate delivery methods such as CMAR may be recommended due to equipment lead times and schedule constraints.

 

-Approval is subject to a budget amendment to allow preliminary design to begin. It is anticipated that the balance of the $10.4 Million planned for this Project will be included in the FY 27 CIP.

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving the award of RFQ 2024-064 and an Agreement for professional engineering services for the Preliminary Design of Pump Stations to HDR Engineering, Inc., in the amount of $950,770.00, and authorizing the City Manager to execute the same.
