Issue/Request:
An Ordinance approving a Transportation Alternatives Program Funding Supplemental Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001(015), Ward Road Improvements from Blue Parkway to O'Brien Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.
Key Issues:
• Pursuant to the FY2023 Capital Improvement Plan and Thoroughfare Master Plan, the City planned for improvements along Ward Road between Blue Parkway and O'Brien Road to enhance safety and operations and accommodate non-motorized transportation (hereinafter "Project").
• The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Transportation Alternatives Program federal funding in the amount of $900,000 (hereinafter "Federal Project Number TAP-3001(015)")
• An agreement between the City and MoDOT necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number TAP-3001(015) for the Transportation Alternatives Program (hereinafter “TAP Funding Agreement”) was authorized in Bill No. 23-198.
• A supplemental agreement to the TAP Funding Agreement is necessary between the City and MoDOT to adjust Exhibit B - Project Schedule of the TAP Funding Agreement.
Proposed Committee Motion:
I move to recommend to City Council approval of an Ordinance approving a Transportation Alternatives Program Funding Supplemental Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001(015), Ward Road Improvements from Blue Parkway to O'Brien Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

FIRST MOTION: I move for second reading of an Ordinance approving a Transportation Alternatives Program Funding Supplemental Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001(015), Ward Road Improvements from Blue Parkway to O'Brien Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.
SECOND MOTION: I move for adoption of an Ordinance approving a Transportation Alternatives Program Funding Supplemental Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001(015), Ward Road Improvements from Blue Parkway to O'Brien Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.
Background:
Improvements to Ward Road were approved by voters as part of the 2017 Capital Improvement Plan Sales Tax Renewal. The project will enhance safety and operations with the addition of complete street amenities including bicycle facilities, sidewalk, lighting, enclosed storm water, and intersection improvements. The City’s Comprehensive Plan and Greenway Master Plan include and support the project.
The project will reconstruct approximately 0.5 miles of Ward Road from Blue Parkway to O'Brien Road. The street will incorporate several livable street features and coordinate with the Greenway Master Plan. Ancillary work may include temporary and permanent easement and permanent Right-of-Way acquisition that will occur in 2023-2024. Pending successful acquisition, project construction would be in 2026-2027.
The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Transportation Alternatives Program federal funding in fiscal year 2025. The Ward Road project was submitted as a candidate. The project scored well because of the safety improvements, addition of multi-modal elements, and proximity to activity centers. As a result, the project was allocated $900,000 for construction work.
Impact/Analysis:
Entering into the agreement allows the City to adjust Exhibit B, the project schedule to receive federal money for the Ward Road improvements. Failure to do so would result in the City forfeiting that money.
