Issue/Request:
An Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3338(405), Chipman Road Signal Controller and Detection, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
Key Issues:
• Pursuant to the FY2026 Capital Improvement Plan, the City planned for improvements of Chipman Road Signal Controller and Detection to enhance traffic operations, improve safety, and better accommodate non-motorized transportation (hereinafter "Project").
• The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Congestion Mitigation and Air Quality federal funding in the amount not to exceed $200,000 (hereinafter "Federal Project Number CMAQ 3338(405)”).
• An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number CMAQ 3338(405) for Congestion Mitigation and Air Quality (hereinafter “CMAQ Funding Agreement”).

I move to recommend to City Council approval of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3338(405), Chipman Road Signal Controller and Detection, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

FIRST MOTION: I move for second reading of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3338(405), Chipman Road Signal Controller and Detection, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
SECOND MOTION: I move for adoption of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3338(405), Chipman Road Signal Controller and Detection, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
Background:
The project includes replacing aging traffic signal infrastructure that has reached the end of its useful life, more specifically the vehicle detection systems and controllers will be replaced on City-owned infrastructure at 10 intersections along Chipman Road, between Pryor Rd and Independence Ave. The project will enhance safety and traffic operations through the corridor by ensuring continued integration with MODOT's Operation Green Light. Coordinated traffic signals were shown to reduce travel times through the corridor by up to 50%. If the equipment is not replaced, signal operations will degrade and the coordination will be lost as currently managed by Operation Green Light.
The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Congestion Mitigation and Air Quality federal funding. The Chipman Road Signal Controller and Detection project was submitted as a candidate. The project scored very well because of congestion mitigation and improvements to traffic operations. As a result, the project was allocated $200,000.
Impact/Analysis:
Entering into the Agreement allows the City to receive federal money for the Chipman Road Signal Controller and Detection project. Failure to do so would result in the City forfeiting that money.
