Issue/Request:
The Missouri Blue Shield Program is a state-level recognition and incentive program for local governments in Missouri that demonstrate a strong commitment to public safety, law enforcement support, and community partnerships. It was established by Executive Order 25-03 under Governor Mike Kehoe, as part of his “Safer Missouri” initiative.
In 2025, the City applied for and was recognized with Blue Shield status, making it eligible for grant funding through the Missouri Blue Shield Grant Program.
During the previous fiscal year grant cycle, the Lee’s Summit Police Department successfully applied for and was awarded $50,000 through the Missouri Blue Shield Grant Program.
For SFY 2027, the Lee’s Summit Police Department applied for and was awarded $29,069.76 through the Missouri Blue Shield Grant Program. The grant is administered by the Missouri Department of Public Safety, Office of Homeland Security, and has a project period beginning September 1, 2026, and ending May 15, 2027. Funding is provided on a reimbursement basis.
The Lee’s Summit Police Department requests approval of the grant through this ordinance and authorization for the execution of the grant agreement.
Background:
The Lee’s Summit Police Department has applied for and received grant funding from the State of Missouri on multiple occasions.
To achieve a Blue Shield Designation, a city must meet the following requirements:
A resolution committing to public safety and reducing violent crime
Substantial investment in public safety funding
Community policing initiatives or partnerships
Recruitment and retention plans for law enforcement
Demonstrated crime reduction or innovative safety programs
Participation, or willingness to participate, in regional anti-crime task forces
Compliance with crime reporting and traffic stop data statutes
Annual reporting to maintain status
For State Fiscal Year (SFY) 2027, the Missouri Department of Public Safety awarded the City $29,069.76 to support the Lee’s Summit Police Department. Grant funding will be used to purchase a Long Range Acoustic Device (LRAD) to enhance the Department’s emergency communication capabilities; specialized ballistic protective equipment for an Explosive Ordnance Disposal (EOD) operator; personal protective equipment, including protective masks, for detectives who may be required to operate in contaminated or hazardous environments; and Missouri Blue Shield designation signage manufactured by the State of Missouri for display at Police Department facilities.
The expenditures will be made in accordance with the approved grant budget and the requirements of the Missouri Blue Shield Grant Program. The grant provides reimbursement for approved expenditures, and any deviation from the approved award requires prior approval from the Missouri Department of Public Safety, Office of Homeland Security.
