Issue/Request:
An Ordinance approving the award of RFQ No. 2023-058 for Professional Engineering Services for the Pryor Road Phase 2 Improvements (Hook Road to M-150 Highway) Project to Affinis Corp. in the amount of $1,100,978.95 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The Pryor Road Phase 2 Improvements project was authorized by voters as part of the renewal of the Capital Improvements Sales Tax in 2017
• City Council formally programmed funding for the project as part of the FY2023 Capital Improvement Plan (CIP)
• City Staff Issued RFQ No. 2023-058 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes and local procurement policies
• Following successful scope and fee negotiations, the City desires to enter into an agreement with Affinis Corp. (“Engineer”) to design the Project

Background:
Improving Pryor Road from Hook Road to M-150 Highway was approved by voters as part of the 2017 CIP Sales Tax renewal election in November 2017. The preliminary budget for the project was authorized when the FY 2023 CIP was recommended for approval by the Planning Commission and then adopted by Council Resolution.
The project will re-construct approximately 1 mile of SW Pryor Road from SW Hook Road to M-150 Highway as shown in the City’s Thoroughfare Master Plan. The primary reasons for this project are to increase capacity by expanding, enhance safety, and provide multi-modal transportation options. The project will widen Pryor Road to four-lanes, install sidewalks, construct a shared-use trail, add ADA improvements, construct partial medians for access management modifications, and install street lighting.
The street will incorporate multi-modal features that coordinate with the Park Departments Greenway Master Plan and Bicycle Transportation Plan. Ancillary work may include temporary and permanent easement and permanent right of way acquisition that will occur in 2023-2025. Pending successful easement acquisition, the project would be built in 2026-2027.
Affinis was selected to perform the professional engineering services for the project following a request for qualifications (RFQ) process in accordance with state statues. Affinis conducted negotiations for scope and fee with City Staff. The scope and fee are typical for this type of project. Affinis will be responsible for land surveying services, engineering design, traffic studies, utility relocation coordination, environmental permitting, traffic control plans during construction, and coordinating with key stakeholders.
Impact/Analysis:
This is the City's standard agreement between the City and a consulting engineering firm with regard to engineering services. This agreement will allow Affinis to provide engineering services to the City.

Other Information/Unique Characteristics:
RFQ No. 2023-058 was publicly advertised starting May 26, 2023. The RFQ was advertised using the City’s web site and www.PublicPurchase.com to notify potential vendors. Thirty-nine potential vendors viewed the RFQ, and three firms submitted responsive qualification submittals by the June 22, 2023 closing date. After reviewing the submittals, Affinis was selected as the most qualified engineering firm to design the project.
