Issue/Request:

An Ordinance approving the use of the Cooperative Contract (2025-061) between the City of Joplin and Ace Pipe Cleaning, Inc., for the installation of Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs) for a not to exceed amount of $1,462,662.62, and authorizing the City Manager to enter into an agreement for the same. 

 

 

Key Issues:

                     The coordinating agency, City of Joplin, competitively bid this contract as per the rules and regulations of the State of Missouri; Ace Pipe Cleaning was awarded the contract.

                     Section 6.1 of the Procurement Policy allows the City to use cooperative purchasing agreements

                     Ace Pipe Cleaning has done this work in the past with the City of Lee’s Summit using this cooperative agreement and others like it. 

                     The Water Utilities Department uses Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs) rehabilitation processes as part of its yearly system renewal program. 

                     The project is funded through the FY26 Sewer Construction fund.

FIRST MOTION: I move for a second reading of an Ordinance approving the use of the Cooperative Contract (2025-061) between the City of Joplin and Ace Pipe Cleaning, Inc., for the installation of Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs) for a not to exceed amount of $1,462,662.62, and authorizing the City Manager to enter into an agreement for the same. 

 

 

SECOND MOTION: I move for adoption of an Ordinance approving the use of the Cooperative Contract (2025-061) between the City of Joplin and Ace Pipe Cleaning, Inc., for the installation of Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs) for a not to exceed amount of $1,462,662.62, and authorizing the City Manager to enter into an agreement for the same. 

 

 

Background:

The Water Utilities Department has a yearly system renewal program through the trenchless technology methods of Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs).  The Lee’s Summit Water Utilities Department regularly performs condition assessments of sewer lines throughout the City.  Additionally, the 2022 Wastewater Master Plan highlighted watersheds that would benefit from a targeted Inflow and Infiltration (I/I) reduction approach.  These were used to inform the proposed project by prioritizing known condition concerns with I/I reduction areas.

 

 

Impact/Analysis:

This work is budgeted in the Lee's Summit Water Utilities Department Capital Improvements Plan.
