An Ordinance approving an agreement between the City of Lee's Summit, Missouri and GT Distributors for the purchase of Glock model 45 and 49 firearms with optics, and authorizing the City Manager to execute the same of on behalf the City

 

 

Key Issues:

As the law enforcement community faces increasingly complex and dynamic threats, the integration of RDS (red dot sights) optics into duty firearms is an essential tool to improve officer effectiveness, safety, and readiness.

Officers currently carry a Glock model firearm with traditional fixed iron sights.  In FY25 the department introduced a weapon mounted light system to each firearm.  Individual and team training was provided to all officers with the new light system.  This was phase one of a two phase process.  Phase two involves adding weapon mounted optics to improve officer safety, effectiveness, and readiness.  

The current issued Glock firearms don't have the capability to accept the aim point RDS optic.  Purchasing the Glock model 45 and 49 will provide the platform to accept the new optics.         

To acquire a solution to enhance our officers safety, effectiveness, and readiness, research was conducted by our firearms instructors as well as the Kansas City Regional Police Academy instructors.  Kansas City made the transition to RDS optics a couple years back.  That group provides all of the initial firearms training that our new officers receive.  They reported remarkable proficiency, confidence, and accuracy improvements.

GT Distributors is our current provided for Glock firearms.  They are a direct supplier for Glock.  They can provide direct milled optics so there are no after-market adjustments to the firearm.  They are one of two distributors in the US that have the ability to do this, and the only one local.  They will also buy back our current firearms reducing the overall transition cost.  Sole source justification was completed and forwarded for approval.

This ordinance authorizes the City Manager to enter into an agreement with GT Distributors to provide 175 Glock 45 w/optics and three Glock 49 w/optics and credit the city for buy back of the current Glock firearms.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of An Ordinance approving an agreement between the City of Lee's Summit, Missouri and GT Distributors for the purchase of Glock 45 and Glock 49 firearms with optics, and authorizing the City Manager to execute the same of on behalf the City.

 

 

SECOND MOTION: I move for adoption of An Ordinance approving an agreement between the City of Lee's Summit, Missouri and GT Distributors for the purchase of Glock 45 and Glock 49 firearms with optics, and authorizing the City Manager to execute the same of on behalf the City.

 

Impact/Analysis:

Equipping our officers with handgun optics is a strategic investment that enhances accuracy, speed, and safety during critical situations.  With the ability to improve threat acquisition, performance in low-light conditions, and overall officer confidence, handgun optics provide substantial operational benefits.

Currently, the police department replaces firearms through the PSERP account.  There is currently $21,492 in PSERP, which would be applied to the payment.  The remaining funds will be covered by PSST funds.  Unallocated funds from an FY25 budgeted project will be used.  The PSERP account will be adjusted to provide the future replacement cost using the updated Glock model and cost.
