Issue/Request:

An Ordinance approving a sole source agreement with ITpipes Opco, LLC to extend their current professional services agreement for sewer inspection video software and associated maintenance for another five years and authorizing the City Manager to execute the same for the City.

 

Key Issues:

 

                     Currently, the Water Utilities Department performs video inspection condition assessments of sanitary sewer mains and the software used for capturing, analyzing, and storing the CCTV video was selected through RFP #2021-058 and provided by ITpipes Opco, LLC. 

 

                     The software allows Unlimited Inspection View, allowing access to multiple users and consultants at the same time via a web-based platform, allows web hosting of the City’s video files freeing up space on the City’s servers, and integrates GIS mapping and Cityworks.

 

                     The software will also be updated to include AI-Detect, which is an automated coding component that will streamline data processing of 300,000 linear feet of video annually.

 

                     The Water Utilities Department is in the last year of the previously approved extended contract. 

 

                     The Water Utilities Department proposes to enter into a sole source agreement with ITpipes Opco, LLC to extend the current professional services agreement for an additional five years.

 

Background:

The Lee’s Summit Water Utilities Department regularly performs condition assessments of sewer lines throughout the City utilizing Closed-Circuit Television (CCTV) technology.  The operations staff record video from one of two CCTV trucks.  The inspection software program records the video, the condition assessment, and geospatial location of features and defects. These inspections and videos are used to identify and prioritize maintenance activities, schedules, and rehabilitation and replacement projects.  ITpipes Opco, LLS was previously selected through an open RFQ process approximately five years ago.  By extending the current contract another five years through sole source, the WU Department saves time and money as converting the database to another software is costly and laborious. 

 

Impact/Analysis:

The cost of the software upgrade is $92,000 for the first year, which includes ongoing annual maintenance expense of the ITpipes software and AI-Detect for coding of 300,000 linear feet of video. There will be an annual increase of 5% per year thereafter.
