AN ORDINANCE APPROVING THE AWARD OF BID NO. 2016-001 FOR DESIGN AND ARCHITECTURAL SERVICES FOR THE DOWNTOWN PERFORMING ARTS SPACE AND FARMERS MARKET PAVILION TO OCHSNER HARE & HARE, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $42,515.

Issue/Request:

AN ORDINANCE APPROVING THE AWARD OF BID NO. 2016-001  FOR DESIGN AND ARCHITECTURAL SERVICES FOR THE DOWNTOWN PERFORMING ARTS SPACE AND FARMERS MARKET PAVILION TO OCHSNER HARE & HARE.  AND AUTHORIZING THE CITY MANAGER TO ENTER INTO TO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $42,515.

 

Key Issues:

On March 17, 2016, the Downtown Performing Arts Space/Farmers Market Leadership Team which consists of members from the Board of Directors of DLSMS, DLSMS CID, and staff from DLSMS, City Administration, and Parks Administration, met and selected Ochsner Hare & Hare (OHH) as the design consultant for the project.

 

Following the selection, the Leadership Team negotiated a scope of services that will provide the City Council and respective Boards with information on probable costs to make the Green St. location 'development ready' and an estimated cost for the final design.

 

For the design process, OHH will facilitate and manage a design charrette to review site analysis, review previous design plans, develop programming, and develop conceptual design and planning for the space.  The design charrette will include project stakeholders (DLSMS, DLSCID, City Council, and staff).  Following the design charrette, OHH will prepare two (2) conceptual design plans for initial discussion.  The conceptual designs will be presented to the public during a public comment period to obtain feedback.  OHH will then finalize a design concept to present to the City Council.

 

 

Proposed City Council Motion:

I move for second reading of AN ORDINANCE APPROVING THE AWARD OF BID NO. 2016-001  FOR DESIGN AND ARCHITECTURAL SERVICES FOR THE DOWNTOWN PERFORMING ARTS SPACE AND FARMERS MARKET PAVILION TO OCHSNER HARE & HARE.  AND AUTHORIZING THE CITY MANAGER TO ENTER INTO TO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $42,515.

 

I move for adoption of AN ORDINANCE APPROVING THE AWARD OF BID NO. 2016-001  FOR DESIGN AND ARCHITECTURAL SERVICES FOR THE DOWNTOWN PERFORMING ARTS SPACE AND FARMERS MARKET PAVILION TO OCHSNER HARE & HARE.  AND AUTHORIZING THE CITY MANAGER TO ENTER INTO TO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $42,515.

 

 

Background:

A General Obligation Bond Election was held on Tuesday, April 2, 2013 which approved $2,898,000 in funding to construct and rehabilitate public improvements for cultural arts, including improvements to the Legacy Park Amphitheater ($1,638,000).  Also included in the bond election was funding for the rehabilitation of the old downtown post office/city hall building ($660,000), and creation of a downtown outdoor performance and festival space ($600,000).

Since that time, representatives from Downtown Lee’s Summit Main Street (DLSMS), the DLSMS Community Improvement District, and Farmers Market planning committee, have also expressed interest in a partnership that would include the construction of a farmer’s market pavilion/multi use event space.  This was also a recommendation from the Downtown Master Plan Task Force who presented an update to the Downtown Master Plan which was approved by resolution 15-14.

On February 18, 2016, the City Council met in closed session to discuss potential sites for the downtown outdoor performance and festival space.  During this time City staff was notified of interest in pursuing a joint project in conjunction with DLSMS to build a farmer’s market pavilion.  The City Council was presented multiple options as shown in the attached presentation which included the construction of a downtown outdoor performance and festival space along Green St. and an option to include both the performance space and farmer’s market pavilion, on Green St.  City staff received direction from the Council to begin planning for the joint performance space and farmer’s market pavilion project.  The action item from the closed session directed city staff to prepare an ordinance authorizing the City Manager to begin negotiation for the acquisition of certain property along Green St, using imminent domain only if absolutely necessary.

Following the meeting, the joint project was added to an already advertised RFQ for Park Master Planning Services which was advertised in anticipation of approval of the Parks sales tax extension.  Respondents were asked to provide the following scope of services within an anticipated fee/budget of $25,000.
