Issue/Request:
An Ordinance awarding the bid for Project No. 962-2 for the CIPP Lining and LCRs Project, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, to Kissick Construction Company, Inc. in the amount of $1,233,922.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
- To address aging infrastructure and capacity concerns using trenchless technology to reduce Inflow and Infiltration (I/I).
- The project consists of:
- Base Bid: CIPP lining of approximately 3,930 linear feet of VCP pipe.
- Alternate Bid No. 1: 82 Lateral Connection Repairs (LCRs).
- Alternate Bid No. 2: 185 LCRs.
- Project No. 962-2 is funded by the Sewer Construction Fund and the American Rescue Plan Act (ARPA) Wastewater Legislative Priority grant funds.
- Water Utilities issued a bid for Project No. 962-2 on August 26, 2024, in accordance with local policies and state statutes. Bids were opened on September 26, 2024.
- Kissick Construction Company, Inc. (hereinafter “Contractor”) was determined to be the lowest and most responsive and responsible bidder by City staff.
- The requested amount is for the Base Bid plus Alternate Bid No. 1 plus Alternate Bid No. 2.
- The requested amount is $1,233,922.00.
- The City desires to enter into an agreement with the Contractor to construct Project No. 962-2.

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 962-2 for the CIPP Lining and LCRs Project, as part of the I/I Removal - CIPP Lining, Manhole Rehab, and LCRs - FY24, to Kissick Construction Company, Inc. in the amount of $1,233,922.00, and authorizing the City Manager to execute an agreement for the same.
Background:
The City completed a Wastewater Master Plan in 2022 that estimated it would take the City 70 years and $500 million to completely upgrade the City’s collection system. As this is not a feasible alternative, the Master Plan highlighted three watersheds that would benefit from a targeted Inflow and Infiltration (I/I) removal approach to address aging infrastructure and capacity concerns: Cedar Creek, West Prairie Lee, and South Prairie Lee. System renewal will target older and potentially leaky areas by prioritizing mains of high risk for age and known condition located within the I/I reduction areas. This allows the City to free up funds and resources to tackle larger capacity related projects in high growth areas.
The Master Plan included a condition risk assessment of the collection system. This was used to inform the projects selected. I/I reduction and system renewal under this project will be completed through trenchless technology methods, Cured-in-Place Pipe (CIPP) Lining and Lateral Connection Repairs (LCRs). CIPP Lining is jointless and seamless flexible pipe liner that improves the structural integrity and water tightness of the gravity mains. The majority of the defective lateral connections are within watersheds where significant efforts have been made for system renewal. It, therefore, is advisable to ensure the integrity of the main line is completely restored and reduce the tendency for groundwater to migrate along the CIPP liners and enter at defective lateral connections.
Impact/Analysis:
A reduction in inflow and infiltration benefits the utility through the reduction of: sanitary sewer overflows, wastewater treatment costs, and capacity upgrades to existing sanitary sewers. Water Utilities advertised for bids for Project No. 962-2 on August 26, 2024. Potential bidders were notified through QuestCDN and advertisement in the local papers. Two responsive bids were received by the September 26, 2024 bid opening date. Upon a review of the bids received, it was determined that Kissick Construction Company, Inc. was the lowest and most responsible and responsive bid. Therefore, it is the recommendation that the project be awarded to Kissick Construction Company, Inc.
