The Airport Rules and Regulations were originally developed in 2000 and last revised in 2016. A combination of evolving regulatory requirements, shifting industry best practices, and the Airport's ongoing improvements and expansions, a comprehensive review and revision of both documents is now essential to ensure they fully align with current standards, address emerging challenges, and support the Airport's future operational, economic, and sustainability needs. This thorough revision positions the Airport to enhance safety, optimize user experiences, foster innovation, and adapt to dynamic industry trends.
Proposed City Council Motion:
I move for second reading of an Ordinance establishing policies, guidelines, rules, regulations and minimum standards for commercial and non-commercial operations at the Kansas City - Lee's Summit Regional Airport.
Background:
1. As the sponsor of the Airport, City is obligated to abide by Federal Grant Assurance, as promulgated and enforced by the Federal Aviation Administration (FAA)
2. The Federal Grant Assurances establish guidelines and protocols for activities associated with the Airport
3. The FAA guidelines and policies permit the City to identify and operate facilities based on the proprietary interests of the City
4. The FAA encourages airport sponsors to enact and enforce rules and regulations and minimum standards
5. The City is committed to providing the best possible aeronautical services to the public through consistent planning and development practices and the enforcement of uniform rules and regulations; and,
