Issue/Request:
An Ordinance awarding the bid for Project No. 205 for the Bowlin Tank - Recoating Project to Cunningham Sandblasting & Painting Co. in the amount of $677,100.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The project consists of recoating the interior, spot coating repairs to the exterior, and exterior grout replacement on Bowlin Tank. Bowlin Tank was last recoated and repaired in 2008.
• Project No. 205 is funded by the Water Equipment Replacement Fund for FY2026.
• Water Utilities issued a bid for Project No. 205 on November 5, 2025, in accordance with local policies and state statutes. Bids were opened on December 17, 2025.
• Cunningham Sandblasting & Painting Co. (hereinafter “Contractor”) was determined to be the lowest and best responsive and responsible bidder by City staff.
• The City and Contractor desire to enter into an agreement for Project No. 205.
Proposed City Council Motion:
FIRST MOTION: I move for second reading of an Ordinance awarding the bid for Project No. 205 for the Bowlin Tank - Recoating Project to Cunningham Sandblasting & Painting Co. in the amount of $677,100.00, and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 205 for the Bowlin Tank - Recoating Project to Cunningham Sandblasting & Painting Co. in the amount of $677,100.00, and authorizing the City Manager to execute an agreement for the same.
Background:
Constructed in 1980, Bowlin Tank serves the north water distribution system as ground storage tank annually from June through October. Last recoated in 2008, the interior coating of the tank is beginning to fail and has reached the end of its life cycle. Although the coating system on the tank has exceeded its minimum expected life cycle, the interior coating has begun to fail ahead of the exterior coating. Recoating the interior of the tank will extend the life cycle of the tank by 15 to 30 years. Spot repairs to the exterior coating will extend the life cycle of the tank to better meet that of the interior coating. Replacement of the deteriorating exterior grout will ensure structural stability of the tank and extend the life of the tank.
The exterior coating of the tank is in good condition, apart from small areas that require recoating. The grout along the exterior perimeter of the tank is deteriorating must be replaced as well. The project consists of recoating the interior, spot coating repairs to the exterior, and exterior grout replacement on Bowlin Tank. Bowlin Tank was last recoated and repaired in 2008. The requested amount for this contract is $677,100.00.
Impact/Analysis:
Water Utilities advertised for bids for Project No. 205 on November 5, 2025. Potential bidders were notified through QuestCDN. Ten responsive bids were received by the December 17, 2025 bid opening date. Upon a review of the bids received, it was determined that Cunningham Sandblasting & Painting Co. was the lowest and best responsible and responsive bid. Therefore, it is recommended that the project be awarded to Cunningham Sandblasting & Painting Co. to extend the life to the tank.
