An Ordinance approving Change Order No. 1 to the Agreement for the construction of the Water Main Replacement FY23, Project No. 721-1, between the City of Lee's Summit, Missouri, and Wiedenmann, Inc., for an increase of $856,396.00 for a revised agreement amount of $4,454,998.00 and to increase the project timeline by 90 days and authorizing the City Manager to execute the same.
Key Issues:
• Pursuant to Ordinance No. 9878, the City and Wiedenmann, Inc., (hereinafter "Contractor") entered into an Agreement for the construction of the Water Main Replacement: FY23 Project, Project No. 721-1, (hereinafter "Base Agreement").
• The water mains serving St. Luke's East have experienced several breaks over the last few years. The lines serving the hospital are considered "critical infrastructure" by the utility and are on our list for immediate replacement.
• The line which has experienced the most breaks was scheduled to be included in the FY23 work but construction by the hospital in the same location cause us to hold our work to avoid construction conflicts.
• Additional breaks occurred this winter on lines adjacent to those we were already planning to replace so the project was expanded.
• The bids for the FY23 project were favorable and there are funds remaining in the Water Main Rehabilitation Program FY23 that can be used to replace all of the lines with recent issues.
• The City desires to modify the Base Agreement, as amended, to increase the agreement amount and to increase the project timeline to replace a portion of the water main supplying Saint Luke’s East Hospital ("Change Order No. 1").

I move to recommend to the City Council approval of an Ordinance approving Change Order No. 1 to the Agreement for the construction of the Water Main Replacement FY23, Project No. 721-1, between the City of Lee's Summit, Missouri, and Wiedenmann, Inc., for an increase of $856,396 for a revised agreement amount of $4,454,998.00 and to increase the project timeline by 90 days and authorizing the City Manager to execute the same.

FIRST MOTION: I move to advance to second reading an Ordinance approving Change Order No. 1 to the Agreement for the construction of the Water Main Replacement FY23, Project No. 721-1, between the City of Lee's Summit, Missouri, and Wiedenmann, Inc., for an increase of $856,396 for a revised agreement amount of $4,454,998.00 and to increase the project timeline by 90 days and authorizing the City Manager to execute the same.
SECOND MOTION: I move for the adoption of an Ordinance approving Change Order No. 1 to the Agreement for the construction of the Water Main Replacement FY23, Project No. 721-1, between the City of Lee's Summit, Missouri, and Wiedenmann, Inc., for an increase of $856,396 for a revised agreement amount of $4,454,998.00 and to increase the project timeline by 90 days and authorizing the City Manager to execute the same.
Background:
Pursuant to Ordinance No. 9878, the City and Wiedenmann, Inc., (hereinafter "Contractor") entered into an Agreement for the construction of the Water Main Replacement: FY23 Project, Project No. 721-1, (hereinafter "Base Agreement").
Several water main breaks have occurred since January 2022 on the water main supplying St. Luke’s East Hospital. Two water main breaks occurred in January 2024.
There is approximately $1,000,000 remaining in the Water Main Rehabilitation Project FY23. The City desires to modify the Base Agreement, as amended, to increase the agreement amount and to increase the project timeline to replace a portion of the water main supplying Saint Luke’s East Hospital ("Change Order No. 1").
