Issue/Request:
An Ordinance approving the award of RFQ No. 2024-065 for Professional Engineering Services for the Alignment Study of Scherer Road/Parkway, Scherer Parkway, and Longview Boulevard by and between the City of Lee's Summit, Missouri, and Lochmueller Group, Inc, for an amount not to exceed $686,365.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues
• The Alignment Study of Scherer Road/Parkway, Scherer Parkway, and Longview (hereinafter "Project") was authorized in the current Capital Improvement Plan (CIP) adopted by City Council
• The project will be funded from the voter-approved 2017 CIP Sales Tax Renewal and 2023 Transportation Bond Issue funds
• The City staff issued RFQ No. 2024-065 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes, federal regulations, and local procurement policies
• Lochmueller Group, Inc was selected as the best qualified firm for the project and satisfactorily conducted negotiations for scope and fee with City staff
• The City desires to enter into an agreement with the Engineer to complete the Project.

FIRST MOTION: I move for a second reading of an Ordinance approving the award of RFQ No. 2024-065 for Professional Engineering Services for the Alignment Study of Scherer Road/Parkway, Scherer Parkway, and Longview Boulevard by and between the City of Lee's Summit, Missouri, and Lochmueller Group, Inc, for an amount not to exceed $686,365.00, and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance approving the award of RFQ No. 2024-065 for Professional Engineering Services for the Alignment Study of Scherer Road/Parkway, Scherer Parkway, and Longview Boulevard by and between the City of Lee's Summit, Missouri, and Lochmueller Group, Inc, for an amount not to exceed $686,365.00, and authorizing the City Manager to execute an agreement for the same.
Background:
The City of Lee's Summit has long recognized the need for a major east-west arterial in the Southwest part of the City. The purpose of this study is to establish corridors for the future alignments of Scherer Road from 291 to Sampson, Scherer Parkway from Scherer Road to the Hook Road/M291 interchange, and Longview Boulevard between Longview Road and Hook Road. By establishing these corridors, the City can determine where right-of-way will need to be acquired and establish locations to dedicate right of way when future platting and development should take place. The study will also locate the preferred intersections of Longview Boulevard and Scherer Parkway along Scherer Road to facilitate the design and reconstruction of Scherer Pkwy/Scherer Road from Sampson Road to M291 Highway as included in the CIP and 2023 No Tax Increase Bond Issue. The construction of Longview Boulevard north of Scherer Road is also incluced in the 2023 No Tax Increase Bond Issue. The construction of Scherer Parkway south of Scherer Road to Hook Interchange is not funded and is expected to build out as development occurs along the alignment determined in this study (to be adopted in the Comprehensive Plan).
Stakeholder engagement and public involvement will be a key component to planning the corridors to accommodate future growth envisioned in the area. LSR7 School district, Property Reserve Inc/Suburban Land Reserve (PRI/SLR), and other relevant stakeholders. Having this study in-place will help guide the planning and development process as PRI land begins to be planned and developed along these corridors. The citizens of Lee's Summit at-large will be engaged during the study to gather their input to help guide the decision-making process. Additional stakeholder and citizen engagement will occur with the design phase (or development PDP) associated with each project when that occurs. At this time the CIP only has funding for design, to follow this study, for Longview Boulevard north of Scherer Pkwy/Scherer Road and Scherer Parkway/Scherer Road from Sampson Road to M291. The design and construction of Longview Boulevard south of Scherer and Scherer Parkway south of Scherer Road to Hook Interchange is not funded and therefore not within the CIP. Design of Scherer Road reconstruction is intended to begin FY25.
This study will plan multi-modal elements which support previous City planning documents that include the Thoroughfare Master Plan, Greenway Master Plan, Bicycle Transportation Plan, Sewer Master Plan, Water Master Plan, and the Comprehensive Land Use Plan. As part of the scope of services, the City's traffic model will also be updated to account for anticipated growth in the region. The updated model will assist with future updates to the Thoroughfare Master Plan and Comprehensive Plan amendments.
This study will help set the scope and scale for the design of future CIP projects along Scherer from M291 to Sampson. The study will provide the locations of intersections, establish right of way widths, bike routes, and other transportation infrastructure needs in the area. The updated traffic model will help update the Thoroughfare Master Plan that will be due for an update in about two years. These tools will be nested with the City’s Comprehensive Land Use Plan to guide development in this area.
Public Works issued RFQ 2024-065. The RFQ was advertised on the City website and www.PublicPurchase.com <http://www.PublicPurchase.com. Over 135 Engineering firms were notified by Public Purchase for access to the documents, 41 firms reviewed the RFQ, and 35 firms downloaded the RFQ documents. Four firms submitted statements of qualifications prior to the April 1, 2024 closing date. All submittals were evaluated by a City Staff evaluation team composed of Public Works Engineering personnel and Development Services personnel.
