Issue/Request:

Award of Bid - APPROVAL OF AN ORDINANCE AWARDING BID NO. 4451039 PHASE 3 RUNWAY IMPROVEMENTS IN THE AMOUNT OF $8,894,933.70 TO EMERY SAPP & SONS, INC. AND AUTHORIZATION FOR THE CITY MANAGER TO ENTER INTO AN AGREEMENT ON BEHALF OF THE CITY FOR THE SAME.

 

Key Issues:

                     The approved Lee’s Summit Municipal Airport master plan provides for an ultimate runway length of 5,500 feet.

                     The earthwork to accommodate the new runway length was completed in the summer of 2016.

                     Bids for the runway pavement were received in May 2016.

                     This project includes construction of the concrete pavement for the 1,500 foot extension of Runway 18-36 and other incidental work.

                     This State Block grant is in the amount of $9,372,772.00, funding 90% of the cost of the construction and inspection for this project.

                     Local matching funds of $520,709.00, 5% of the project cost are required and are available from the Airport Capital Improvement Plan.

                     An additional 5% of the project cost, $520,709.00, will come from a State Airport Aid Agreement.

FIRST MOTION:  I move for a second reading of APPROVAL OF AN ORDINANCE AWARDING BID NO. 4451039 PHASE 3 RUNWAY IMPROVEMENTS IN THE AMOUNT OF $8,894,933.70 TO EMERY SAPP & SONS, INC. AND AUTHORIZATION FOR THE CITY MANAGER TO ENTER INTO AN AGREEMENT ON BEHALF OF THE CITY FOR THE SAME.

 

SECOND MOTION:  I move for adoption of APPROVAL OF AN ORDINANCE AWARDING BID NO. 4451039 PHASE 3 RUNWAY IMPROVEMENTS IN THE AMOUNT OF $8,894,933.70 TO EMERY SAPP & SONS, INC. AND AUTHORIZATION FOR THE CITY MANAGER TO ENTER INTO AN AGREEMENT ON BEHALF OF THE CITY FOR THE SAME.

Other Information/Unique Characteristics:

On July 23, 2015, City Council approved the award of bid 143211-C Runway 18-36 Extension Pre-Grading to Emery Sapp in the amount of $6,983,398.40. The grading work was completed in late summer 2016. This bid for the paving is the next phase in the project.
