Key Issues:

To receive CDBG funding from HUD for the 2024-25 program year, the City is required to submit an Annual Action Plan that lays out the community’s goals and objectives for the grant program as well as programs and projects to be funded to implement the 2020-24 Consolidated Plan. The City Council needs to adopt the proposed 2024-25 Action Plan by ordinance.

In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). This designation gives the City the authority to administer the grant funds within our City. As an Entitlement Community, the City is required to adopt an Annual Action Plan for each program year that summarizes local actions being taken to address specific needs within the community. The City has been awarded $342,628 in funding, which is slight decrease from last year. With the funding, staff is able to meet the minimums on all Public Service projects, as well as fund the Home Preservation program through Truman Habitat.

To receive this grant, HUD requires that the City submit an Annual Action Plan each year outlining programs, projects, and grant allocations to implement the community goals and objectives established in the City’s Consolidated Plan. The City conducts an open public process each year to solicit funding requests from local government and non-profit agencies. These requests have been prioritized and adopted for implementation of programs and projects approved for funding.

The CEDC held a public hearing on March 13, 2024 as part of this open public process. During the CEDC hearing applicants had an opportunity to present their proposals and funding needs. Based off these proposals and current funding allocations, CEDC agreed with the staff recommendation. On May 7, 2024 the HUD allocation was received. With the allocation being slightly less than recommendation presented to CEDC with all Public Service agency minimums being met and funding the Home Preservation program.

The CEDC approved a recommendation to City Council to adopt by ordinance the 2024-25 Annual Action Plan based on the attached funding recommendation. A 30-day public comment and review period was provided starting March 13, 2024 through April 12, 2024. No public comments were received.

Recommendation:

Staff recommends approval of the Lee’s Summit Community Development Block Grant 2024-25 Annual Action Plan by ordinance.
