An Ordinance approving a Professional Services Agreement with TUSA Consulting Services for the Joint Operations Facility and PD/Courts Phase 2 Renovations Project in the amount of $170,280.00, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

 

                     In April 2023, voters approved the issuance of no tax increase bonds to construct a new facility with a weather-hardened lower level and standard upper level, to house Fire Headquarters, the Emergency Operations Center, network infrastructure, co-located fire and police emergency communications (911 dispatch), and traffic monitoring/management.

 

                     TUSA Consulting Services offers expertise in public safety communications, radios, and networks. Lee’s Summit Police and Fire Departments use special systems that TUSA Consulting is especially skilled with, particularly first responder microwave and radio, emergency dispatch, Metropolitan Area Regional Radio Systems (MARRS), supervisory control and data acquisition (SCADA), radio tower design, and fiber networks. TUSA provides expertise in configuring these complex systems. The Joint Operations Facility will house and Emergency Operations Center, fire and police dispatch centers, fire administration, City of Lee’s Summit Information Technology (IT), traffic operations, and training rooms. The site includes a radio tower.  TUSA Consulting Services will also provide City master network planning and budgeting support to the ITS Department, including a City connectivity plan assessment and a needs assessment.

 

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance approving a Professional Services Agreement with TUSA Consulting Services for the Joint Operations Facility and PD/Courts Phase 2 Renovations Project in the amount of $170,280.00, and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION: I move for a second reading of an Ordinance approving a Professional Services Agreement with TUSA Consulting Services for the Joint Operations Facility and PD/Courts Phase 2 Renovations Project in the amount of $170,280.00, and authorizing the City Manager to execute an agreement for the same.

SECOND MOTION: I move for adoption of an Ordinance approving a Professional Services Agreement with TUSA Consulting Services for the Joint Operations Facility and PD/Courts Phase 2 Renovations Project in the amount of $170,280.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

The City of Lee’s Summit Fire and Police Departments have previously contracted with TUSA Consulting Services for a Radio System Feasibility Study as part of the City’s strategic communications plan focused on public safety communications capabilities and regional interoperability. TUSA Consulting designed the Lee's Summit prime site radio system, connected to the Metropolitan Area Regional Radio System (MARRS), in coordination with Motorola. TUSA has detailed knowledge of the technical components of the Lee's Summit system.

 

Impact/Analysis:

TUSA Consulting Services's expertise will greatly improve the successful relocations of the Fire and Police Dispatch Centers to the new Joint Operations Center and ensure the smooth transition of all radio and microwave systems currently used by City staff.
