Issue/Request:

Award of RFP 2024-034 and execution of a contract for the creation of a Lead Service Line Inventory.

 

Key Issues:

- The US Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions (LCRR) require water systems in Missouri to submit an initial service line inventory to the Missouri Department of Natural Resources by October 16, 2024. 

- An RFP was issued for the Lead Service Line Inventory February 2, 2024 and three proposals were received March 4, 2024. 

- HBK Engineering, LLC received the highest total scores for their proposal and was selected by the selection committee to provide services for the Lead Service Line Inventory.

- Following successful negotiations, the City desires to enter into an agreement with HBK Engineering, LLC.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance authorizing the execution of an agreement (RFP 2024-034) by and between the City of Lee’s Summit, Missouri and HBK Engineering, LLC. for the Lead Service line Inventory in the amount of $235,092.00 and authorizing the City Manager to execute the same. 

SECOND MOTION:  I move for adoption of an Ordinance authorizing the execution of an agreement (RFP 2024-034) by and between the City of Lee’s Summit, Missouri and HBK Engineering, LLC. for the Lead Service line Inventory in the amount of $235,092.00 and authorizing the City Manager to execute the same. 

 

Background:

On January 15, 2021, the Environmental Protection Agency (EPA) published the National Primary Drinking Water Regulations: Lead and Copper Rule Revisions (LCRR).  The final rule requires all water systems to develop an initial water service line material inventory to be submitted to their regulatory agency.  On June 16, 2021, the EPA extended the date for water systems to submit service line inventories to their regulatory agency to October 16, 2024.    

 Ordinance 486 passed by the Board of Aldermen and approved by the Mayor of the City of Lee’s Summit, Missouri on June 13, 1956 requires the water service line from the water main to the customer’s meter to be type K copper and the service line from the water meter to the master stop inside the building to be type K copper or galvanized steel pipe. 

The initial focus of the Lead Service Line Inventory will be to verify service line materials for houses and buildings built before June 13, 1956 in an area located south of Chipman Road, North of Highway 50 and west of Highway 291.  

A request for proposals for this work was advertised and three submittals were received.   The proposals were reviewed and HBK Engineering, LLC received the highest score on the proposal ranking score sheet and was selected by the review panel to provide services for the Lead Service Line Inventory.

Recommendation

Staff recommends approval of An Ordinance authorizing the execution of an agreement (RFP 2024-034) by and between the City of Lee’s Summit, Missouri and HBK Engineering, LLC. for the Lead Service line Inventory in the amount of $235,092.00 and authorizing the City Manager to execute the same. 

 

Committee Recommendation

The Public Works Committee voted unanimously 3-0, to recommend to City Council approval of an Ordinance authorizing the execution of an agreement (RFP 2024-034) by and between the City of Lee’s Summit, Missouri and HBK Engineering, LLC. for the Lead Service line Inventory in the amount of $235,092.00 and authorizing the City Manager to execute the same.
