AN ORDINANCE ACKNOWLEDGING AND APPROVING THE RE-ACCREDITATION AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND ACCREDITATION COUNCIL OF THE APWA, A DIVISION OF THE AMERICAN PUBLIC WORKS ASSOCIATION, FOR THE PURPOSE OF ENGAGING IN A RE-ACCREDITATION PROCESS FOR THE CITY OF LEE’S SUMMIT PUBLIC WORKS DEPARTMENT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE SAME.

 

 

Key Issues:

-The City of Lee's Summit Public Works Department (LSPW) was first accredited by the American Public Works Association (APWA) in 2004.

-APWA requires re-accreditation every four years. LSPW was re-accredited in 2008 and 2012.

-LSPW seeks approval of this agreement which will allow the department to seek re-accreditation in 2016.
-The re-accreditation site visit is scheduled for July 17-19.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of AN ORDINANCE ACKNOWLEDGING AND APPROVING THE RE-ACCREDITATION AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND ACCREDITATION COUNCIL OF THE APWA, A DIVISION OF THE AMERICAN PUBLIC WORKS ASSOCIATION, FOR THE PURPOSE OF ENGAGING IN A RE-ACCREDITATION PROCESS FOR THE CITY OF LEE’S SUMMIT PUBLIC WORKS DEPARTMENT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE SAME.

 

 

SECOND MOTION: I move for adoption of AN ORDINANCE ACKNOWLEDGING AND APPROVING THE RE-ACCREDITATION AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND ACCREDITATION COUNCIL OF THE APWA, A DIVISION OF THE AMERICAN PUBLIC WORKS ASSOCIATION, FOR THE PURPOSE OF ENGAGING IN A RE-ACCREDITATION PROCESS FOR THE CITY OF LEE’S SUMMIT PUBLIC WORKS DEPARTMENT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE SAME.

 

Background:

The American Public Works Association (APWA) is a national association that supports the Public Works profession. Among their many programs is the accreditation program.

The City of Lee's Summit Public Works Department (LSPW) began its initial effort to obtain accreditation in the late 1990's and was successful in obtaining initial accreditation in 2004. LSPW is proud that it was the 16th agency in the United States, the 2nd in Missouri, and the first in the Kansas City metropolitan area to achieve APWA accredited status. Since that time, more than 100 Public Works agencies have become accredited.

 

In order to maintain accreditation, agencies must undergo a re-accreditation evaluation every four years. LSPW was successful in ther first two re-accreditation efforts in 2008 and 2012, and is now seeking re-accreditation in 2016.

Re-accreditation is an on-going process, with continuous improvement sought by all LSPW staff. It is a department-wide effort that engages staff from all four LSPW divisions. LSPW is directly responsible for 30 Chapters (functional areas) identified in the 7th edition of the
Public Works Management Practices Manual. LSPW will be evaluated for compliance with the practices outlined in each chapter.

 

APWA requires that the department update the governing body regarding its progress towards re-accreditation and the execution of the re-accreditation agreement. The Public Works Director will provide an overview of the department, describe the accreditation process, and discuss the re-accreditation agreement.

 

Impact/Analysis:

The re-accreditation fee is $7,000, and is calculated based on the City's population and applicable chapters (functional areas). This fee was budgeted by the Public Works Engineering Division in FY16.
