I move for a second reading of AN ORDINANCE AUTHORIZING EXECUTION OF AN AGREEMENT FOR TRANSIT SERVICE BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND OATS, INC. FOR TRANSIT SERVICE EFFECTIVE JULY 1, 2016 THROUGH JUNE 30, 2017.
I move for adoption of AN ORDINANCE AUTHORIZING EXECUTION OF AN AGREEMENT FOR TRANSIT SERVICE BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND OATS, INC. FOR TRANSIT SERVICE EFFECTIVE JULY 1, 2016 THROUGH JUNE 30, 2017.
Background:
OATS, Inc. has provided on-demand door-to-door bus service with 24 hour advance notice within the City Limits of Lee's Summit for more than 10 years. This service is available to any person (not just elderly and disabled people) in Lee's Summit Monday through Friday, 7:00 AM to 3:30 PM, except Holidays observed by the City. OATS, Inc. will provide two vehicles and two drivers to support this service. OATS was expanded in 2010 to a 5 day per week service and expanded in 2012 with two vehicles based on ridership demand. OATS, Inc. service agreement is for the period July 1, 2016 thru June 30, 2017 and may be amended or terminated with 30 days advance notice. The bus fare was $2.00 per trip in 2015/2016 and will remain unchanged in 2016/2017. The agreement for services in 2015/2016 was estimated at approximately $80,000 based on prior year actual expenditures. Actual costs for 2015/2016 services are near $90,000 due to increased ridership and cost of service. The agreement for services in 2016/2017 is estimated at approximately $80,000 by OATS, paid monthly for actual trips rendered. The cost of this service is included in the approved Capital Improvement Plan - Transit Program for FY17 at an amount of $90,000 and approved by the City Council in the annual budget.
