Title

AN ORDINANCE REAUTHORIZING A ONE-QUARTER OF ONE PERCENT (1/4 OF 1/%) SALES TAX FOR LOCAL PARKS FOR A PERIOD OF FIFTEEN (15) YEARS AS APPROVED BY THE VOTERS OF THE CITY OF LEE’S SUMMIT AT THE AUGUST 2, 2016 ELECTION, IMPOSING THE SAME UNTIL MARCH 31, 2033, AND CONTAINING AN EMERGENCY CLAUSE.

 

Body

                     Lee's Summit voters first approved a dedicated parks sales tax in 1998 for a period of ten (10) years at a rate of three-eighths of one percent (3/8 of 1%).  The voters then renewed this tax at a rate of one-quarter of one percent (1/4 of 1%) in April 2005, effective April 1,  2008 for a period of ten years.  The City Council placed before the voters of the City of Lee’s Summit at the August 2, 2016, election the question of whether or not to continue to impose  the tax and rate  imposed in 2005  and collected in 2008,   for the purpose of funding local parks.  The voters again approved this tax for a period of fifteen years to expire March 31, 2033.  The Missouri Department of Revenue will begin collecting the tax on April 1, 2018.  It has been almost twenty (20) months since the election authorizing continuation of the tax and it is customary for the City Council to enact its Ordinance reauthorizing and reimposing this type of tax prior to its effective date which is  on April 1, 2018.  Passage of this Ordinance as an emergency measure continues this custom and reimposes the tax for the fifteen year period.

 

Proposed City Council Motion:

 

FIRST MOTION:  I move for a second reading of AN ORDINANCE REAUTHORIZING A ONE-QUARTER OF ONE PERCENT (1/4 OF 1/%) SALES TAX FOR LOCAL PARKS FOR A PERIOD OF FIFTEEN (15) YEARS AS APPROVED BY THE VOTERS OF THE CITY OF LEE’S SUMMIT AT THE AUGUST 2, 2016 ELECTION, IMPOSING THE SAME UNTIL MARCH 31, 2033, AND CONTAINING AN EMERGENCY CLAUSE.

 

SECOND MOTION:  I move for adoption of AN ORDINANCE REAUTHORIZING A ONE-QUARTER OF ONE PERCENT (1/4 OF 1/%) SALES TAX FOR LOCAL PARKS FOR A PERIOD OF FIFTEEN (15) YEARS AS APPROVED BY THE VOTERS OF THE CITY OF LEE’S SUMMIT AT THE AUGUST 2, 2016 ELECTION, IMPOSING THE SAME UNTIL MARCH 31, 2033, AND CONTAINING AN EMERGENCY CLAUSE.
