Issue/Request:

An Ordinance approving a Supplemental Transportation Alternative Funds Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the 3rd Street from Blue Parkway to Jefferson Street Project, Commission Project No. TAP 3378(402), and authorizing the Mayor to execute the same.

 

Key Issues:

                     Pursuant to the FY22 Capital Improvement Plan and Thoroughfare Master Plan, the City plans to re-construct 3rd Street from Blue Parkway to Jefferson Street to enhance safety and operations with the addition of complete street amenities and access management modifications (hereinafter "Project").

 

                     The Mid-America Regional Council (MARC) authorized awarding the City a $500,000 grant through Federal Highway Administration’s Transportation Alternative Program (TAP).

 

                     Pursuant to numbered Ord. No. 9393 adopted on April 19, 2020, the City approved Transportation Alternative Program (TAP) grant agreement No. TAP 3378(402) with the Missouri Highways and Transportation Commission ("hereinafter MoDOT") to receive $500,000 in federal grant money for the 3rd Street project.

 

                     MoDOT reallocated funds, granting the City an additional $312,500.00, bringing the City's total approved TAP federal funding to $812,500.00.

 

                     A Supplemental Agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations to grant the use of the TAP funding to the City for the Project, Commission Project No. TAP 3378(402).

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving a Supplemental Transportation Alternative Funds Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the 3rd Street from Blue Parkway to Jefferson Street Project, Commission Project No. TAP 3378(402), and authorizing the Mayor to execute the same.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving a Supplemental Transportation Alternative Funds Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the 3rd Street from Blue Parkway to Jefferson Street Project, Commission Project No. TAP 3378(402), and authorizing the Mayor to execute the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving a Supplemental Transportation Alternative Funds Program Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for the 3rd Street from Blue Parkway to Jefferson Street Project, Commission Project No. TAP 3378(402), and authorizing the Mayor to execute the same.

 

 

Background:

The Project will re-construct approximately 0.62 miles of 3rd Street from Blue Parkway to Jefferson Street.  The primary reasons for this Project are to enhance safety and operations with the addition of complete street amenities to include a shared-use trail, sidewalk, ADA improvements, and lighting, as well as access management modifications.  An older City water main within the corridor will also be replaced as part of the Project.

 

The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Transportation Alternative Programs federal funding.  This Project was submitted as a candidate.  The Project scored well because of the multi-modal expansion, trail connectivity improvement, and overall transformation of this gateway corridor into downtown LS.  As a result, the project was originally allocated $500,000 for construction work in 2023 as part of their 2020-2024 Transportation Improvement Program. In 2024, MODOT reallocated TAP funding, and increased the City's allotment by $312,500.00, for a total allotment of $812,500.00.  The TAP funds have been programmed by MARC to the City for this project.  The project is currently in final design; as awarded to WSP by the City Council. 

 

This is a standard agreement for MoDOT to process the use of TAP funds through the LPA process.  The City will be responsible for all elements of the project, including design, property acquisition, letting and construction.   

 

 

Impact/Analysis:

Entering into the Agreement allows the City to receive federal money for the Project that has already been assigned to the City for public transportation improvements. Failure to do so would result in us forfeiting that money.
